Individual Consultancy is required to review the pilot phase of
Child Report Card in Dodoma ,Songwe and Iringa Regions and to inform the
scale up.

BACKGROUND
In 2018, UNICEF has started supporting PORALG to develop and pilot a
child rights monitoring report card. The report card design was approved
by PORALG management following an assessment and consultation process.
The report card has been piloted in three regions and six districts
namely Dodoma (Kondoa and Dodoma City), Iringa (Iringa MC and Kilolo DC)
and Songwe (Momba and Mbozi DC). The aim of introducing the Child
Monitoring Report Card has been to decision makers such as District
Executive Directors (DEDs), councilors, District Administrative
Assistant (DAS), District Commissioners (DC), at district levels and
regional levels (Regional Commissioner- RC, Regional Administrative
Secretary-RAS) to make informed decisions on the basis of a snap-shot
overview (report card) of critical indicators on child well-being
progress and on child-focused service delivery and program and budget
performance.

The project was implemented in four phases where Phase 1: Assessment
of situation of child related data availability, quality, needs and use;
Phase 2: Development of the child right report card; Phase 3:
Integration of the child right report card into the IMES Phase 4:
Evaluation of the pilot Phase to inform the development of scale up
plan. The Phases 1, 2 and 4 have been completed. In the course of pilot
phase, the following products were made available: final pilot report,
the design overview (PowerPoint), the template used during pilot, sample
report cards, the manuals. These are the main sources for the review.

There are several ongoing initiatives that can inform development and facilitate the institutionalisation of a report card for child-focused indicators. At LGA level, PO-RALG has developed a comprehensive Monitoring and Evaluation Framework for the period 2016/17-2020/21 and the Integrated Monitoring and Evaluation System (IMES) designed by PO-RALG, under support of PS3. In addition, Tanzania has made considerable efforts towards introducing a central management information system in the context of the Tanzania Statistical Master Plan. The USAID/Tanzania Public Sector Systems Strengthening (PS3) project supports the Government of Tanzania to strengthen public sector systems to promote the delivery, quality, and use of services, particularly for underserved populations.
This assignment therefore seeks an individual national consultant who has an extensive experience of working on Child rights and wellbeing with LGAs on data management issues or monitoring and evaluation to support to carry out an evaluation of the pilot phase of a child rights monitoring report card.
PUPPOSE AND OBJECTIVE OF THE STUDY
Purpose of the review
The purpose of this review is to provide evidence to fine-tune the design, finalize process steps, prepare IMES integration, and prepare scale up plan for the child report card.

Objectives
The overall objective of this assignment is to evaluate the pilot phase of the child rights monitoring report card at district and region levels of Tanzania Mainland.
The specific objectives of this assignment are:
- Assess the feasibility of the Child report card in terms of accessing data, analyzing data, and use of data for decision making,
- To understand the relevance of the user manuals and proposed indicators
- Document the motivation and capacity of users in using the child report card
- Document challenges facing the institutionalisation of the child report card.
- Map out key steps, milestone and other requirements for integration of Child report card into the IMES
- Document lessons learnt from the pilot phase

Provide key recommendations for improving the design of the child
report card, data collection and compilation and scaling up the child
report card.
The aim of this assignment is to conduct a review of pilot phase of child report Card that was tested in six districts of Kilolo, Iringa MC, Dodoma City, Kondoa DC, Momba DC and Mbozi DC. The study will take place in all six districts so as to get a better overview of the variety of experiences and capture different challenges faced by LGAs in the course of using the Child report card. The focus of this study is in terms of what we learned from the pilot (e.g. on capacity, on user-friendliness of the template, feasibility in terms of accessing data, review of the manuals, on the data environment, the user perspective) and how that can inform design, implementation process, and integration into IMES. The study will focus on the number of reports card produced at district level, number of staff trained on the use of the report card and number of times the data from the child report card have been discussed in decision making bodies at council level. The consultant is required to produce a 20-pager assessment report with well-polished executive summary excluding appendices.

METHODOLOGY
The individual consultant is expected to come up with a suitable methodology (key informant interviews, document reviews etc.) on how to collect information. The consultant will need to review various documents such as user manual, final pilot report, template of the report card, and Power points prepared. The consultant will need to consult closely with NBS, relevant ministries, District directors, DCs, DAS, RC, RAS and other key staff dealing with data and reporting of various sectors. The consultant needs to specify the sample of all units of interest as appropriate. The consultant will work with a team from PORALG, from the Divisions of ICT and Sector coordination. In addition, the consultant will be required to work with Child Report card focal persons and district statisticians from all districts under study. Since IMES is now supported by USAID/Abt Associates/ PS3 program, the consultant will need to consult with technical team from PS3.
