Organizational Setting
The Food and Agricultural Organization of the United Nations (FAO) – Tanzania Country Office – is intending to implement the Forest and Farm Facility (FFF) programme in Tanzania. The FFF programme is a multi-donor programme housed within the Forestry Division of the Food and Agriculture Organization of the United Nations (FAO). It provides direct financial support and technical assistance to strengthen forest and farm producer organizations (FFPOs) representing smallholders, rural women’s groups, local communities and indigenous peoples’ institutions. Collectively, forest and farm producers have the potential to achieve the Sustainable Development Goals and to respond to climate change at landscape scales.

Reporting Lines
The incumbent will work under the overall guidance of the FAO Country Representative in Tanzania and the direct supervision of the Assistant FAO Representative (Programme). The Programme Officer will also work in close collaboration with the Country FFF Facilitator who will oversee the overall project implementation.

Technical Focus
In this regard, FAO is seeking to engage Programme Officer who will, among other tasks, make sure that the project is aligned with the country’s needs and priorities. The incumbent will work in close collaboration with the FAO Country Office supporting team as well as other experts responsible for the project implementation.

Tasks and responsibilities
The AFC will undertake the following duties and responsibilities:
  • Support the FFF national programme management in coordination with key implementing partners
  • Support development of in-country annual work plans with the direct FFF partners and relevant government institutions.
  • Draft country budget in line with the annual work plan,
  • Support the process of the scoping study for the implementation of the FFF in the country.
  • Coordinate FFF baseline studies which will be undertaken by implementing partners in the country;
  • Plan and organize exchange visits for experience and knowledge sharing among producer associations in- and outside the county;
  • Prepare monthly and draft annual reports
  • In consultation with key stakeholders, identify potential implementation partners and prepare in-country Letters of Agreement (LoAs;
  • Participate in national FFF events and other policy platforms relevant to FFF implementation;
  • Facilitate basic FFF tools to partner FFPOs, such as the FFPO self-assessment tool, proposal writing workshops, risk management, etc.
  • Follow up on selection and implementation of Small grants
  • Participate in development and implementation of the Communication strategy
  • Develop the FFF communication and visibility materials for awareness raising in the country (Brochures, posters, videos etc) around the 4 outcomes;
  • Support producer organisations to develop their own communication strategies;
  • Support the Monitoring and Learnings in the country

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced degree in forestry, natural resources management, or environmental management; background on business administration is an added advantage.
  • Five years of progressively responsible professional experience, including development, management and / or evaluation of field projects relating to socio-economic forestry;
  • Fluent in English.
  • Candidate should be Tanzanian;
