Title: CONSTRUCTION MANAGER

Required Criteria:
Minimum Educational Qualification:
· Essential university or technical school diploma: essential construction or engineering related studies.

Experience:
· Essential previous experience in construction (minimum two years).

Languages:
· English and Swahili (fluent, oral & written) required. Kirundi will be an asset.

Main purpose:
· Panning, coordinating and monitoring all logistics activities in the project related to construction and rehabilitation according to MSF protocols and standards in order to ensure that construction works meet the needs of MSF programmes.

Main competencies and knowledge:
· Detail-oriented, team spirit, verbal communication skills, Good listener, Discreet, Organisational skill, strong motivation to be evolve within an international context, Behavioural flexibility, Stress and time management.
· Computer literacy (Word, Excel and PowerPoint).

Main Responsibilities:
  • In collaboration with the Logistics Team Leader and the Logistics Coordinator, planning, establishing and reviewing all the construction and/or rehabilitation activities in the project, including its budget, in order to identify and give a response to the needs of the mission and the targeted population.
  • Monitoring and ensuring the implementation of the construction and/or rehabilitation activities in the project ensuring compliance to MSF standards, protocols and procedures, and reporting to the line manager on the development of the ongoing programmes. This includes the following:
  • Planning construction/rehabilitation projects to be performed in the project, participating in the project design and development and ensuring that technical aspects are met and are in compliance with the local construction habits.
  • Coordinating purchase orders related to the work activity and checking the materials in stock and warehouse inventory control.
  • Participating in the preparation of budgets associated to construction/rehabilitation projects, preparing invoices for payment of the works and anticipating the cash flow required for monthly payments.
  • Providing safety equipment for people who work in construction so as to ensure that all workers comply with safety standards.
  • Ensuring technical support for his area of activity and provides coaching to logistics staff under his/her responsibility.
  • Following up and reporting on the works’ progress and on technical aspects of the work and participating in monthly reports according to guidelines (SitRep, Logistics Report, etc.).
  • Performing delegated tasks according to his her speciality and as specified in his/her job description.

Title: WATSAN SUPERVISOR

· Technical diploma, desirable specialization in water and sanitation

Experience:
· Previous experience in technical works and organising of multiple activities, preferably within MSF or similar work environment

Main purpose:
· Supporting the Water, Hygiene and Sanitation (Watsan) Manager in the implementation and supervision of Watsan activities, including tools and materials employed according to MSF standards and protocols, in order to improve health and living conditions of the target population.

Main Responsibilities:
  • Ensuring the day-to-day implementation and administration of assigned Watsan activities at project level, including but not limited to, water supply, excreta disposal, waste management, vector control, and dead bodies management.
  • Ensuring that the MSF procedures and protocols are followed by the Watsan teams to guarantee the operational quality of the project.
  • Ensuring the maintenance and repair of technical equipment in the project to guarantee an adequate running of Watsan activities.
  • Ensuring the distribution of the materials and tools used in water treatment, hygiene and sanitation (e.g. physical organization and inventory of stocks, receiving and processing orders for water, sanitation and hygiene material, check that the amounts received are recorded, and check monthly consumptions, etc.).
  • Supporting the Watsan Manager in ensuring an appropriate emergency preparedness and response capacity (physical verification of stocks, contacts, transport means, staff training). Ensuring appropriate assistance to the project response team and if required, participating in emergency activities or exploratory visits.
  • Supporting the Watsan Manager in the team planning (e.g. staff rosters and admin, HR processes, etc.) and informing and involving the Watsan Manager in case of any major management or technical issue, and providing all required reporting.
  • Planning and supervising the HR processes (recruitment, training, performance evaluation, tasks definition and internal and external communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required for the activity.
  • Participating in data collection and reporting as required.

Main Responsibilities:

  • Carrying out evaluation of mental health needs of patients and establishing a diagnosis and a plan of treatment. Informing the patient and his/her relatives about the possible consequences of the illness and the drug treatment to follow and referring patients to other health professionals whenever necessary, in order to provide the most appropriate treatment and improve the patient’s condition.
  • Implementing the Sexual Gender Based Violence (SGBV) protocol, identifying possible victims of SGBV and referring them to the medical team so that they receive the necessary treatment.
  • Providing psychological support and psychotherapy sessions (individual, family, group) to patients according to MSF protocols in order to improve their mental health conditions.
  • Assisting and training staff members and resourceful people whenever necessary in order to enhance the scope of MH activities. Working in close collaboration with translators in order to ensure appropriate terminology and behavior during sessions.
  • Collecting statistical and monitoring data about mental health activities.
  • Informing the supervisor and the medical team about any issues or problems that may arise related to patients’ treatment in order to provide the best possible solution from a medical perspective.
  • Ensuring that all patient information is kept confidential.
