Act to End NTDs | East (Act | East) is a five year, USAID-funded program which supports national NTD programs in reaching World Health Organization goals for NTD control and elimination through proven, cost-effective public health interventions. The Act to End NTDs | East (Act | East) Program also provides critical support to countries on their journey to self-reliance, helping them create sustainable programming for NTD control within robust and resilient health systems. The Act | East Program is being implemented by a consortium of partners, led by RTI International and including IMA World Health, Results for Development (R4D); Women Influencing Health, Education, and Rule of Law (WI-HER) and other NGOs. It is the follow-on to USAID’s eight year ENVISION project. In Tanzania, Act | East Program activities are implemented by IMA World Health.

Duties and Responsibilities
  • Oversee the quality of IMA’s data collection, reporting, documentation of NTD program data, in collaboration with IMA’s Act | East Program Manager and the NTD Secretariat.
  • Provide technical guidance to M&E staff placed at the NTD Secretariat, to ensure high quality data collection, prompt and timely reporting and capacity development for the Tanzanian NTD team.
  • Provide direction and support of overall M&E activities of the entire TZ National NTD Control Program.
  • In collaboration with Act | East Program Manager and NTD Secretariat, identify research topics and write up research, lessons learned, case studies and success stories.
  • Lead the process of report writing and dissemination of reports for program activities required by Act|East, MoHCDEC, and other partners.
  • Support mass drug administration (MDA) related activities planning, including provision of information/data relevant for drug forecast and other planning needs on behalf of IMA.
  • Under the direction of the National NTDCP Coordinator, participate in strategic planning of NTD program with partners both at central and district government levels, with NGOs, FBOs and CBOs ensure that M&E component is made part of the overall strategic plan.
  • Take part and contribute to budget development in line with approved work-plans, and conduct periodic reviews of M&E components of the program and budgets when the need arises.
  • Support program planning, implementation and evaluation activities for IMA’s NTD activities.
  • Assist and facilitate local partner’s integration of NTD areas into the mainstream health care delivery system at district levels, fitting the NTD M&E component to the Ministry of Health’s MTUHA system.
  • Support Council Health Management Teams (CHMT) as well as other relevant local partners for a harmonized and smooth running of the M&E components of program activities.
  • Support the national NTDCP Coordinator, IMA Program Manager, and local NTD partners to follow up on NTD program implementation.
  • With the Act|East TZ Program Officers, and with US-based program and M&E staff, ensure and maintain a high quality program implementation approach, specifically the monitoring and evaluation component. This includes submission of monthly disease-specific trackers as well as bi-annual disease and program workbook data.
  • Build capacity of district partners to collect and analyze data, and prepare reports for both CHMT and the NTD Programs.
  • Conduct regular field visits to partners in the program areas for both technical support and monitoring.
  • Design and lead baseline/impact surveys as appropriate.
  • Data analysis and interpretation of the same to help the program make informed decisions.
  • Design and manage data quality assessments performed for IMA NTD programs to ensure high quality data collection, storage and reporting.
  • Any other duties as assigned by the TZ Country Director, Act | East Program Manager & NTDCP Program Coordinator.

QUALIFICATIONS

  • Seven or more years of health-related program experience leading monitoring and evaluation components
  • A minimum of a Master’s Degree in Public Health or related field. Specialization in Statistics, Demography, and Mathematics preferred.
  • Strong qualitative and quantitative monitoring and evaluation skills required, including but not limited to survey and focus group instrument design and use, data presentation, and development and communication of results
  • Computer literacy in word processing, graphics, spreadsheet, database, and statistical software packages (e.g., SAS, Stata, SPSS, Excel)
  • Excellent research, writing and presentation skills (written and oral), with a demonstrated track record in professional publication and conference presentations
  • Knowledge of USAID and other donor indicators, results, and reporting.
  • Strong technical skills in data management, M&E, surveillance, mapping, assessments and evaluations for MCH, HIV/AIDS, family planning, nutrition, WASH, and primary health care programs.
  • Excellent and demonstrated teamwork and leadership skills.
  • Excellent and demonstrated written and oral English and Swahili communication skills
  • Demonstrated knowledge and understanding of the application of theories of change and program logical frameworks, is preferred Tanzanian National
