Child Safeguarding:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programmes; or are visiting country programmes; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
As a member of the Senior Management Team, (SMT) the Director of Programme Operations oversees all programme implementation and operational support to our programme activities. This is a senior level role overseeing 8 existing field offices in Dodoma, Shinyanga, Mbozi, Rukwa, Iringa, Morogoro our emergency response programme in Kigoma Region, as well as operations oversight and direction to the Zanzibar programme. The incumbent will directly line manage the Deputy Director of Programme Operations, Chief of Party for USAID/Lishe Endelevu, Supply Chain Team, Partnerships manager and ensure effective, timely and efficient delivery of quality programme activities to beneficiaries. S/he will work closely with the Directors of Programme Development & Quality (PDQ), and Finance, the Head of Awards and HR and Administration.

As a member of the SMT the Director of Programme Operations helps create a positive, inclusive, proactive and accountable working environment within the country office.
As a member of the SMT, deputise when required for the Country Director such as during leave absences.

This is a challenging senior role in a changing operational context as the country programme grows its overall portfolio, expands its geographic footprint, and seeks to strengthen operational reliability and effectiveness of its work, including through stronger partnerships with government, donors and civil society actors. It requires a principled, dedicated, experienced and highly motivated individual who can help to drive forward our programme and our ambitions. The role will build on an embed organizational culture utilizing a capacity building approach to strengthen established systems, policies and procedures, emphasizing an empowering strong project management, logistics and procurement support, and ensuring staff understanding and compliance meets organizational quality standards.

Number of direct reports: Chief of Party (Lishe Endelevu), Deputy DPO and Emergency Response TL, Head of Supply Chain, Partnership Manager and DEVCO Project Coordinator.
Key Working Relationships: Director of Programme Development and Quality, Director of Finance (Support Services), HR and Admin Director, Head of Award Management, and Chief of Party.

KEY AREAS OF ACCOUNTABILITY:
As a member of the Senior Management Team, contribute to:

  • Establish, maintain, and improve active and regular working relationships with: humanitarian and development donors, host government authorities, partner agencies, and other NGO actors
  • Participating in any Donor visit to project(s) within the country office portfolio, as required.
  • Carrying out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
  • Ensuring the Tanzania Country Office complies with all Save the Children Quality Standards and Standard Operating Procedures
  • Ensuring that all required support is provided promptly, at scale and in line with the established rules and principles including during emergencies.
  • Complying with and promote Save the Children policies and practice with respect to child protection, code of conduct, fraud and anti-bribery, health and safety, equal opportunities and other relevant policies and procedures.

Oversight and Management of all Programme Implementation areas: -

  • Responsible for overall coordination of programme operations and delegated responsibility for field delivery of high quality programming in line with the objectives of the country strategy
  • In collaboration with the Director of Programme Development and Quality, develop and maintain Save the Children’s vision for programming, as well as effective and efficient allocation of Country Office resources to achieve strategic goals and commitments
  • In close coordination with the Director of Programme Development and Quality and Head of Award Management, participate in proposal development processes and ensure that all programmes progress in accordance with grant agreements, are completed on time, on budget and all deliverables are of high quality.
  • Working with Director of Programme Development and Quality, participate in conceptualizing and designing cost effective, innovative and high quality programmes to serve difficult to reach children
  • Serve as overall budget holder for operational programming; effectively manage and support budget holders for individual projects and awards.
  • Ensure programmes are implemented in ways responsive to the communities and children in line with Save the Children principles, values and strategic plan and following Save the Children compliance procedures. This includes working with government and national NGO-partners to strengthen national capacity
  • Ensure preparation of timely and high quality progress reports, programme reports, and donor reports
  • Oversee all area and project offices and their operations.

Logistics, Inventory and Procurement

  • Ensure that the CO logistics capacity and systems meet the SCI Quality Standards and are able to satisfy the programming requirements
  • Manage the CO Logistics department ensuring that all CO logistics activities (fleet, assets, transport, supply chain, area operations and systems etc.) are coordinated, efficient and responsive to the needs of programme delivery
  • Ensure appropriate and adequate emergency logistics procedures, where relevant, are detailed in order to enable rapid scale up
  • Manage all assets for the organization including vehicles, generators, IT, and other high value assets.
  • Ensure maintenance and replacement plans are in place and implemented for all assets
  • Ensure goods and services procured are cost effective and of standard quality
  • Ensure procurement processes are effectively implemented and tracked and deliver the right products at the right time for the right price
  • Ensure all construction needs are delivered following Save the Children policies and procedures and are on time, on budget and of high quality
  • Ensure proper record keeping, maintenance and control of stock inventory
  • Ensure proper documentation and recording of fixed assets of the organisation

Humanitarian Response Management

  • Strengthen the Tanzania CO organisational readiness to respond to emergencies in line with global SCI humanitarian goal and benchmarks
  • Mount appropriate and timely responses at scale to all emergencies consistent with established benchmarks, plans and organizational policies, and in close cooperation with short term incoming surge teams
  • Ensure that all CO staff across departments and area offices are familiar with, adhere to and implement the procedures and processes detailed in the Rules and Principles for humanitarian response
  • In coordination with Country Director and Director for Programme Development and Quality maintain consistent and coherent engagement in key inter-agency emergency preparedness and response coordination mechanisms including the Cluster system

Staff Management, Mentorship, and Development
  • Ensure appropriate and accountable staffing within the programme implementation team, including area office staff
  • Manage the programme implementation team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
  • Incorporate staff development strategies and Performance Management Systems into team building processes. Establish results based system and follow up.
  • Work with all direct reports to create a culture of mentorship, coaching and staff development to build national capacity and retention within the Programme Implementation Department.
  • Manage the performance of all staff in the area programmes.

QUALIFICATIONS AND EXPERIENCE
  • A minimum of 7 years of senior management experience in a development (INGO/NGO/Donor) environment, including significant field operations experience running both emergency and development programmes
  • Highly suited to a candidate who is or has been a Country Director or equivalent for an International or National NGO
  • Master’s degree in relevant field, or equivalent thematic experience
  • Robust experience of NGO emergency programme cycle management, and with experience of working within a complex and matrix organisational structure
  • Substantial experience in managing logistics, including procurement, supply chain, fleet management & inventory
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants from major institutional donors
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results
  • Ability to analyze information, evaluate options and to think and plan strategically
  • An in-depth understanding of national and international development issues in particular in relation to children
  • Substantial experience in managing and developing a team and the ability to lead, motivate and develop others
  • Excellent interpersonal, communication and presentation skills -fluency in written and spoken English
  • Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
