Overview
The Jane Goodall Institute (JGI) is an international non-governmental organization which was founded in 1977 that continues Dr. Goodall’s pioneering work on chimpanzee ecology and behavior. Its mission is to promote wildlife conservation, in particular chimpanzee sustainability, through community-based conservation, research, and public awareness. The breadth of JGI’s mission reflects Dr. Goodall’s personal philosophy that the survival of all species, whether chimpanzee or human, depends upon the collaboration of all people.

Deputy Chief of Party (DCOP)

Position: Deputy Chief of Party (DCOP) 
JGI seeks a Deputy Chief of Party (DCOP) to support implementation of chimpanzee conservation efforts in Tanzania. The DCOP provides supervision and support to staff responsible for technical, administrative, and fiscal aspects of chimpanzee conservation programming, while ensuring quality, impact, and cost effectiveness. Provides leadership to key functions in coordination with the Chief of Party (COP) and assists in defining the program’s strategic direction. Effectively supports implementation of the project goal; provides guidance and assistance in reporting, documentation, and knowledge management; supports evaluation and monitoring and evaluation; identifies opportunities to enhance program results; and liaises with donors, and partners. Promotes an atmosphere of trust and mutual respect.

Essential Functions:
  • Monitors progress in achieving project objectives. Evaluates program effectiveness and determines cor­rective action needed to improve goal achievement.
  • Maintains regular contact with staff & consultants. Establishes leadership and personal credibility and implements and maintains clearly understood chain of authority and accountability.
  • Visits project sites and provides direction and informs the Chief of Party (CoP) of progress, issues, chal­lenges and concerns; makes recommendations; and implements decisions.
  • Assists with recruitment and orientation of new staff. Identifies and utilizes opportunities to improve technical capacity of staff and provides Technical Assistance backstopping when required.
  • Works in coordination with the CoP to build and/or maintain constructive relationships with government officials, project partners, environment sector leaders, donors/collaborators, and others as appropriate.
  • Works with the finance team to ensure timely, cost-effective, and procedurally correct procurement and transport of goods and services to meet project objectives.
  • Ensures adequate programmatic reporting to donors by collecting information and preparing detailed work plans, quarterly and annual performance reports, evaluations and other reports as required.
  • In coordination with the Chief of Party, organizes and facilitates Quarterly Stakeholder Review meetings and other ad hoc meetings with stakeholders, as necessary.
  • Works closely with the Finance Director, closely monitoring project expenditure and cash flow. Keeps Chief of Party apprised of significant variances.
  • Ensures accurate and timely technical and financial reports to donor(s) and JGI management.
  • Assists in managing grant/project budget within approved spending levels. Ensures grant/project ex­penses are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations. Supports auditing procedures as needed.
  • Assists in monitoring grant management, subawards, service agreements or contracts, meeting with NGO subcontractors regularly for updates, planning, and problem-solving.
  • Assists in the design of evaluation instruments for enhanced program implementation and impactful results.
  • Assists Chief of Party with property and equipment acquisition, disposition, and management in compli­ance with donor requirements.
  • Other relevant tasks as assigned by the Chief of Party.
  • Serves as Acting CoP when the CoP is unavailable.

Qualifications (Required):
  • At least a bachelor’s degree in natural resource management, conservation, or a related field, Masters degree or higher (preferred).
  • Five to seven years’ experience managing complex integrated, programs, preferably in Tanzania.
  • Experience supervising professional and support staff.
  • Demonstrated performance as a decision-maker with excellent interpersonal skills and capable of di­recting and managing change, inspiring teamwork, and high performing teams.
  • Demonstrated leadership in working with host country officials from the environment department, com­munity, NGO/FBO/CBO sectors.
  • Proficiency in Microsoft Office tools, such as Word, Excel and Powerpoint.
  • Communicates clearly, oral and written, in English and Kiswahili.

  • Oral and Written Communication – Clearly and effectively expresses ideas, thoughts, and concepts ver­bally and in written or graphic form, using correct and appropriate grammar, organization and structure, and effective presentation media and techniques. Uses appropriate media and approach to present ideas formally to individuals or groups with required impact.
  • Community Development Programs Experience – Understands determinants of success in implementing community development programs and how to build the capacity of communities, environment/NRM agencies and other service providers to function as equal partners. Understands the challenges and opportunities for sustaining conservation results and stays current with the latest developments in this field.
  • Decision-Maker – Demonstrates excellent interpersonal skills. Capable of directing and managing change, inspiring teamwork, and high performing teams.
  • Strategic planning and integration – Demonstrates the knowledge and capacity to foster development of a common vision. Identifies a path to meet strategic goals by developing short- and long-range plans that are appropriately comprehensive, creative, realistic, and effective in meeting goals. Exhibits leader­ship in integrating planning efforts across work units.

Duty Position:
The position will be based in Kigoma, Tanzania with frequent travel in western Tanzania and Dar es Salaam.
