The national response plan and supporting COVID-19 Communication strategy, plan has a strong community engagement component, including social listening and community feedback mechanism and evidence-based communication approaches. The communication plan seeks to promote public understanding of the prioritization of target populations with communication interventions targeting primary recipients of the Covid-19 vaccine and the general population.

There is growing evidence of vaccine hesitancy due to a lack of trust in the importance, safety, or effectiveness of vaccines. Community trust is key to ensure vaccine uptake and buy-in. To build trust, it is important to understand how communities perceive the disease and what their main questions, doubts, and fears around vaccines, generally, and towards COVID-19 vaccine are.

How can you make a difference?

This consultancy is to support the activation and implementation of the initiative aiming to reinforce the use of the Internet of Good Things (IoGT). IoGT is a platform that hosts mobile-packaged content designed to make lifesaving and life-improving information available for free, even on low-end devices.

In the context of the COVID-19 response, the platform is extensively used in to provide access to essential and life-saving information, distance learning and skills building in particular to women and girls, as well as access to protection, sexual and reproductive health (SRH), HIV and mental health counselling. Furthermore, the IoGT platform is used to engage frontline workers through training and polls, and around vaccine acceptance and preventive behaviors.

MAIN OBJECTIVES, DELIVERABLES AND TIME FRAME
Main objectives:

Under the direct supervision of the C4D Specialist, Office of the Deputy Representative, the contractor will:
1. Support development maintenance and regular update of the content of IoGT in Tanzania
2. Develop and recommend innovative approaches of how IoGT can be scaled-up as a resource for UNICEF programmes, national and implementing partners to continuously maintain a two-way communication with various stakeholders and community members.
3. Contribute to further strengthening regular evidence generation on behavioral drivers in support of various programme areas

Specific Tasks of the consultant:
The consultant is expected to accomplish the following tasks:
i. Adaptation of IoGT to Tanzania context
• Liaise with country programme teams and Regional Office to share best practices and to ensure IoGT’s purpose and application is embedded within programme objectives.
• o Adapt the IoGT monitoring and evaluation plan to local objectives and Country Operational Plan.
• Negotiate and facilitate ongoing resources for annual IoGT subscription fees, content development, translation, and promotion.
• Work with CO Communication Officer and Programme Staff to ensure relevance of IoGT for programme implementation, knowledge transfer and skills acquisition.
• Work closely with in-country ICT, T4D & Innovation team to ensure technical set-up of IoGT in-country platform.
• Work closely with IoGT Global Team to localize content/coordinate the localization of content (language/translation) and user interface towards creating a Minimum Viable IoGT platform.
• Work closely with IoGT Global Team to coordinate the user experience/acceptance testing-refinement cycles of the IoGT platform before launch.
• Adopt Principles of Digital Design and Human-Centered Design whenever possible.

ii. Implementation and Maintenance of IoGT
• Work in close collaboration with IoGT Global Team and TCO Communication Officer to develop and implement IoGT Promotion Strategy and Launch Plan ensuring that it meets IoGT guidelines.
• Develop a one-year IoGT work-plan to maintain and scale-up IoGT among various stakeholders with clear key performance indicators proposed.
• In collaboration with TCO programme sections run regular promotional campaigns, regular engagement activities with IoGT national Ambassadors and regularly update IoGT/TCO social media in alignment with IoGT CO Promotion Plan.
• Report regularly to key TCO sections ESAR (and any local partners?) using regular bi-weekly technical reports
• Establish and maintain clear documentation on IoGT implementation and operations in the country using corporate KM tools including leading on the documentation of IoGT achievements through blogs and articles on UNICEF/partners/national/international press websites.
• Monitor and evaluate usage of IoGT and understand drivers and constraints involved between high-level users and low-level users.
• Establish system to ensure that information collected via IoGT is available to program staff.
• Report regularly to Head of SBCC on the IoGT progress.
• Monitor and evaluate usage of IoGT and understand incentives and constraints involved between high-level users and low-level users.

PAYMENT SCHEDULE.

Payments will be made upon submission and acceptance of the specified deliverables in the table above under section TASKS, DELIVERABLE AND TIME FRAME. UNICEF reserves the right to withhold all or portion of payment if performance is unsatisfactory, if work/output is incomplete, not delivered or for failure to meet deadlines.

SUPERVISION.
The consultant will directly report to the C4D Specialist. The reports and deliverables will be jointly reviewed by UNICEF, Innovation program and CAP Programmes.

EVALUATION PROCESS AND METHODOLOGY.
Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the consultant will put clear his/her technical approach to ensure quality attainment of each deliverable and the consultancy in totality. The financial part will carry 25% showing proposed budget breakdown of consultancy cost for each deliverable and eventual total consultancy cost. This will make a total of 100%.

LOGISTIC AND LOCATION.
This project will be managed by the C4D Technical Working Group. The consultant will be responsible for his/her travel costs while implementing the project.
The consultant will execute the tasks in his/her own town and in Dar es Salaam or Dodoma when needed.

MEDICAL EVACUATION COVERAGE.

The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

To qualify as an advocate for every child you will have…
I. A University degree in a relevant field such as communications, journalism, media related studies, design, international relations, sociology, or a similar field.
ii. At least two years’ experience in the areas of social media, web design, content creation
iii. Proven ability to conceptualize, plan and execute ideas as well as to transfer knowledge and skills.
iv. Previous experience of managing organizational social media accounts is a strong asset.
v. Experience with a high-level communications campaign across multiple mediums, with national brand recognition
vi. Experience gathering and giving end-user feedback to the development of software applications
vii.Understanding of community-based channels of influence, community-based communication and development, human-centered design methods
viii.Fluency in written and spoken English and Swahili.
