POSITION TITLE: Monitoring and Evaluation (M&E) Director
LOCATION
: Dar es Salam, Tanzania
Under the supervision of the Chief of Party, the M&E Director will provide leadership and management oversight of research, monitoring and evaluation activities for the project in alignment with the YES results framework. This includes leading the collaborative learning and adaptation activities. The position will be based in Dar es Salam, Tanzania and the position is contingent upon program award and USAID approval.

Key roles and responsibilities:
  • With guidance from the Chief of Party (COP) , design and establish a project monitoring, evaluation, and learning system, including defining project indicators and sources of data and developing the project performance monitoring plan.
  • Implement capacity-building activities to increase the ability of key staff across all levels to identify, collect, analyze, report on, and use high quality data through information technology systems in support of the YES activity indicators.
  • Work closely with the COP to improve the capacity of to implement high quality data feedback systems to facilitate evidence-based policies and programming.
  • Lead the project’s operational research as necessary.
  • Oversee collection, analysis and reporting of data for the project’s baseline and routine project monitoring.
  • Prepare and ensure timely submission of project performance monitoring reports and contribute to annual workplans and other regular project reports.
  • Organize and carry out a capacity-building plan to increase the ability of all project staff to identify, collect, analyze, and report on high quality performance monitoring data.
  • Develop and implement quantitative and qualitative research instruments and research/evaluation protocols as necessary.
  • Support the development of success stories and lessons learned in project implementation.
  • Present the results of program achievements and outputs in written reports and at conferences and meetings.
  • Supervise direct reports with particular focus on their key tasks and the quality of project deliverables.

Qualifications
  • Master’s degree in statistics, social science, development economics or a related field
  • 10 years of experience with Master’s degree or 5 years with PhD in data management and analysis for M&E, learning, and adaptive management
  • Demonstrated experience designing and implementing M&E systems in complex donor-funded development projects.
  • Experience implementing M&E activities in system strengthening projects desirable
  • Proficiency in Excel, Word, and other MS Office software; data analysis software, e.g. SPSS or Stata
  • Experience conducting monitoring, evaluation and research tasks related to technical areas.
  • Experience in conducting qualitative and quantitative research, with demonstrated experience managing data collection teams.
  • Excellent organizational and planning skills with demonstrated attention to detail.
  • Strong oral and written English skills for writing M&E reports and deliverables for USAID and project stakeholders.
  • Strong management skills to manage M&E support staff and activities.

POSITION TITLE: Chief of Party
LOCATION:
Dar es Salam, Tanzania
The Chief of Party (COP) will provide technical and administrative leadership and expertise to the YES Activity and will be the primary liaison with USAID/Tanzania, relevant ministries of the Government of Tanzania. The COP is responsible for strategic direction and will manage all aspects of program implementation to meet project objectives. The COP is responsible for guiding senior technical staff and for ensuring the responsiveness and quality of work along with efficient use of resources and achievement of results. The Chief of Party has responsibility within the project team for decisions related to technical, management, resource allocation, and personnel. The position will be based in Dar es Salam, Tanzania and the position is contingent upon program award and USAID approval.

Key roles and responsibilities include the following:
  • Represent T-MARC and the project to the USAID Mission, the host country government, and other key stakeholders.
  • Establish and foster relationships with a broad network of partners, donors, government counterparts, and community groups.
  • Establish and pursue a results-oriented program strategy in coordination with the project team and in consultation with USAID, other partners, and stakeholders, including greater public/private partnerships.
  • Provide leadership and technical oversight to project staff and sub awardees.
  • Ensure that staff, team members, and consultants understand their roles and responsibilities and comply with project requirements and USAID and T-MARC policies and procedures.
  • Ensure that project indicator and programmatic targets and USAID/Tanzania obligations are met.
  • Assume responsibility for the technical quality of all project activities and products.
  • Lead the project annual work planning and ensure that quality operational plans, budgets, and reports are submitted as per project agreements.
  • Administer the project’s financial oversight and procedures, ensuring compliance with local labor laws, USAID regulations, and T-MARC’s policies and procedures.
  • Facilitate close collaboration and teamwork, including mentorship and development of local technical and administrative staff.
  • Provide regular status and progress reports to USAID and T-MARC.
  • Coordinate with T-MARC’s senior leadership to assure that all managerial and administrative matters are communicated, and actions comply with the provisions of the agreement and with USAID.
  • Oversee the establishment and management of an effective project M&E system.

POSITION TITLE: Deputy Chief of Party (Operations)
LOCATION:
Dar es Salam, Tanzania
The DCOP (Operations) will work closely with the COP, DCOP (Programs), and other staff to assure implementation of budget, reporting, and other administrative aspects of the opportunity and will oversee F&A activities with partners across program clusters. The DCOP (Operations) assists the COP in overseeing financial and administrative activities and must ensure overall compliance with USAID rules and regulations, financial management, personnel recruitment and management, subcontractor and grants management, and activity start-up and close-out. The position will be based in Dar es Salam, Tanzania and the position is contingent upon program award and USAID approval.

Key Roles and Responsibilities:
  • Responsible for the primary oversight and in-country leadership of all financial reporting, human resources, and administrative operations including all audits and financial reporting to USAID.
  • Supervises and supports staff in finance, grants, administration, and drivers.
  • Develops, manages, and monitors activity budgets, financial reports, and projection of funding.
  • Oversees the recording of financial expenditures, income, and any other related transactions in the company accounting software.
  • Liaises with T-MARC’s Finance team on all aspects of financial procedures and any issues that may arise.
  • Manages and enforces systems for travel advances, travel expense reports, tracking of travel aging report, and follow up with staff on outstanding advances.
  • Oversees the preparation of payroll and other regular payments with due consideration to deductions (for advances, taxes, etc), and manages the review of monthly payroll for accuracy.
  • Oversees all activity procurements, including drafting RFQs, reviewing quotes, writing vendor selection memos and analyses, and issuing PR/POs.
  • Creates tracker of all procurements including information on total value, invoices received, and any modifications issued.
  • Ensures that government taxes, pension funds, and statutory requirements are paid on time.
  • Reviews and approves payment vouchers and corresponding checks and conducts regular audits of supporting documentation.
  • Provides financial data necessary to complete the periodic inventory of fixed assets.
  • Ensures that the accounting records are always up to date, orderly, well kept, and readily available for reference and audit, when required.
  • Oversees and manages grants through ensuring proper record keeping and documentation by the grantees for auditing.
  • In coordination with the Home Office, facilitates tax exemption processes with local government entities as applicable.

Qualifications:

  • Master’s Degree in Public or Business Administration, Finance, or a related field.
  • Minimum of 8 years of experience in financial and administrative management for donor-funded projects, and management of grants, other local sub-contracts/subawards, including five years of progressive experience in a supervisory role.
  • Experience working on USAID-funded projects including management of grants, other local sub-contracts and subawards.
  • Demonstrated leadership skills in working collaboratively with other donors, host country institutions, and international organizations.
  • Demonstrated initiative and self-motivation in handling all assigned tasks.
  • Skills with Quicken, Microsoft Word, and Excel, as well as electronic communications programs as required.
  • Ethiopian citizenship or residency with work authorization.
  • Excellent verbal and written communication skills.
  • Excellent verbal and written communication skills in English are required.
  • Oral and written fluency in Kiswahili language required.
