Background
Hand in Hand Eastern Africa (HiH EA) is a registered Non-Governmental Organization (NGO) in Kenya, working for the economic and social empowerment of its poorest citizens to enable program participants to lift themselves out of poverty. HiH EA is part of the Hand in Hand global network. HiH EA works with the marginalized, vulnerable poor rural and peri-urban smallholder farmers (80% women) to help them lift themselves out of poverty through the power of entrepreneurship. The organization started operations in Kenya in October 2010 and is currently operating in 21 Field offices within 26 out of 47 Counties in Kenya. HiH EA has so far mobilized, trained and is training over 300,000 members (80% women, 40% youth) who have created over 296,000 enterprises and over 400,000 jobs.

Hand in Hand Tanzania (TZ) is part of the Hand in Hand network and works in Arusha and Moshi (Kilimanjaro Region). HIH TZ was initiated in 2018, with its headquarters in Arusha. It has mobilized over 16,000 members for enterprise development training and over 14,000 jobs created.

Hand in Hand International based in London provides support to both Hand in Hand EA and Hand in Hand Tanzania. The Hand in Hand model is based on setting up or mobilizing self-help groups that act as savings groups, delivering enterprise skills through training, promoting financial access and providing linkage to broader markets.

Project Description

The Expanding the Pipeline (HILTI II) is a three-year project from July 2020 to September 2023, and built on the ongoing HILTI I Project, July 2018 to June 2022, funded by THE HILTI FOUNDATION. The project is targeted to mobilize 24,000 Community members, 16,800 Enterprises and create 21,840 jobs. The project is working in Tanzania and Kenya. In Tanzania, it is working in three Districts of Kilimanjaro region promoting the development of three Value chains; Poultry (Mwanga), Siha (Cow Dairy) and Banana (Rombo). In Mwanga District, the project is promoting Good Poultry Management Practices such as construction of improved poultry houses, disease identification and management and linking members with access to inputs, and markets such as hotels, restaurants. In Siha, the project is promoting Good husbandry management practices to increase milk production with high quality and access to market through cooperatives/umbrella of Cow Dairy keepers while in Rombo District the project is promoting access to Good Agronomic Practices for Banana, access to Improved Banana Seedlings and linking farmers with available markets.

In Kenya, the project is implemented across four branches (Thika, Muranga, Nanyuki and Embu) spread in seven counties (Kiambu, Murangá, Laikipia, Nyeri, Meru, Tharak Nithi, Embu). The long-term goal of the project is building the financial management and entrepreneurial skills of 24,000 men and women to enhance their ability to generate income, increase their financial resilience, improve their quality of life, and contribute to their ability to exit the poverty cycle.

The overall objective of the project is to reduce poverty and improve household wellbeing for 20,000 people in Kenya. The project seeks to sponsor the training of the bottom of the pyramid entrepreneurs, and support the creation of 14,000 enterprises for populations living below the poverty line over the 3 years of its implementation.

The project is empowering women entrepreneurs: by increasing their income and their control on how family income is invested and spent. To achieve this, the project aims to account for the different barriers women and men face at all stages of the project, and include budget and expertise to do so.

Scope of the Midline Evaluation
HIH EA is looking to hire a local consultancy firm in Tanzania to collect midline data for the Hilti II project.
A consultancy firm in Kenya will be responsible for the midline evaluation design and development of data collection tools along with collecting data in Kenya as well as compiling datasets from both countries, conducting data cleaning and analysis, report writing and dissemination for all midline evaluation datasets in both countries.

The consultancy firm contracted in Tanzania will be responsible only for collecting data from the Tanzania side, which includes: reviewing data tools, data protocol, hiring and training enumerators, conducting data collection, and data quality checks, and submitting qualitative data to the Kenyan consultants. The two consultancy firms must communicate and coordinate closely, to ensure the same interpretation of the data collection tools, methodology, data collection guides, and enumerators’ training manuals to ensure the consistency of data collected in both countries.

Roles and Responsibilities
The consultancy firm in Tanzania will be required to perform a minimum of the following roles and responsibilities:

  • Proven coordination with the data collection firm in Kenya and understanding of the study design, methods, data collection tools, and approaches – Consultant
  • Pilot the tools and share feedback to Kenya team for incorporation – Consultant
  • Translate the tools, and training manuals – Consultant
  • Train field supervisors, enumerators and/or moderators and note takers – Consultant
  • Pilot study conducted, report submitted and comments incorporated and implemented – Consultant
  • Conduct data collection – both quantitative and qualitative, and detailed field data collection report submitted – Consultant
  • Detailed documentation of data quality control procedures submitted alongside – Consultant
  • Raw data and finalized dataset, FGDs, and KIIs shared to the Consultant firm in Kenya and to Hand in Hand Tanzania – Consultant
  • Participated in inception meeting and presentation of finding – Consultants and HIHEA(TZ)
  • Developed work plan implemented as per agreed timeframes – Consultant

Methodology
Applicants should outline suggested methodology for carrying out the assignment. The evaluators are expected to build on some of our existing data collection tools to carry out this data collection, Secondary review will also be required to inform the continuous contextual relevance of the project.

Expertise and Experience
  • A degree in Statistics or Rural Development, Monitoring and evaluation or related degree
  • Strong experience in Tanzania political economy, Agriculture, value chain development and market system approach
  • Excellent written and spoken English and Kiswahili languages
  • Excellent skills in data quality checks, data cleaning and data analysis
  • Strong skills in research designs, sampling strategy, data collection methods and work plan (study schedule), and data quality control
  • Experience in conducting quantitative and qualitative studies in Northern Tanzania
  • Ability to use digital data collection tool and able to provide tablets
  • Should be a VRN registered firm and able to issue EFD receipts.

The proposal should include the following:
  • A short outline of the field planning and enumerator training approach. Max. 1 page.
  • A proposed process and timeframe for the data collection activity, setting out the phases, the number of consultants and enumerators, and the number of person-days. Max. 1 page.
  • A description of how you will ensure data quality throughout the process.
  • The anticipated challenges and dependencies likely to affect the implementation of the data collection activity and how these should be addressed. Max. 1 page.
  • A summary of the most relevant skills and experience of the proposed lead consultant and the consultant(s) together with her/his CV showing relevant previous assignments and clients. (Annex CVs separately). Max 2 pages per CV.
  • A detailed fee quote and rationale for the consultants and an estimate for the operational costs. Max. 1 page.

Budget and Payment

The consultancy firm will provide a detailed budget, with a breakdown of the consultants’ fees and logistical expenses. The terms of payment will be negotiated upon signing of the contract.
