UN Women, in collaboration with the Government of Finland, is implementing a four-year project titled, ‘Strengthening women’s and girls’ meaningful participation, leadership, and economic rights, (WLER) at the local levels in Tanzania’ (2022 – 2025). The project has the overarching goal of ensuring ‘Women’s and girls’ meaningful participation, leadership and economic rights are strengthened at local levels in Tanzania’ aims to increase the number of women in leadership and decision making positions and their voices at the local government levels through promoting gender-responsive norms, behaviours and practices, strengthening capacities of women leaders, enhance the collection and use of sex and disability responsive data and enhancing women’s economic rights including by piloting gender and disability transformative innovative measures such as care services, in line with the Government of Tanzania’s Generation Equality Commitments.

The project will enhance the implementation of the United Republic of Tanzania’s commitments to gender equality and women’s empowerment (GEWE) including Generation Equality. It builds on the Women’s Leadership and Political Participation Project (Wanawake Wanaweza) Phase II (2017-2021) and Phase I (2014 – 2017) that identified discriminatory gender norms, behaviours and practices and lack of women’s economic opportunities as among the key barriers to women’s leadership at the local government levels. The project adopts a long-term action-based approach to advancing women’s leadership, meaningful participation, economic rights and, addressing the disproportionate share of unpaid care work by women and girls

Reporting to the Programme Specialist on Gender and Local Government, the Monitoring and Reporting Analyst will provide support to the monitoring, and reporting of the WLER Project and incorporate monitoring and reporting into Responsible Parties programme formulation as well as tracking against WLER Project targets and the reporting of results to internal and external audiences.

Duties and Responsibilities
1. Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated
  • Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Include relevant inputs from evaluation findings, conclusions and recommendations into programme formulation;
  • Provide inputs to annual work plan monitoring, reviews and reporting;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Surveys;
  • Build monitoring and reporting capacity of partners and develop capacity building plans for follow-up throughout the project implementation period;
  • Facilitate the clearance of donor agreements, partner agreements and the regular updating of the Partner Agreement Management System (PGAMS).
2. Provide technical inputs to the monitoring and tracking of results against WLER Project targets and UN Women Strategic
  • Plan Coordinate with the Project Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners on a quarterly basis and provide inputs to regular management briefs to inform decision making;
  • Visit Responsible Partners, along with the Programme Team, to support their planning processes, monitoring, and reporting of results, including data and narratives, as required; based on findings identified, make recommendations for the improvement of monitoring and reporting systems and indicators reporting;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Collaborate with other monitoring and reporting staff and contribute to the development, implementation and monitoring of the CO Monitoring, Evaluation, and Research Plan (MERP).
3. Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
  • Facilitate the process of the CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Contribute substantial inputs to donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations;
  • Participate in joint team reviews of the Country Strategic Framework and programme or projects on a periodic basis to assess progress against the agreed results objectives, efficiency, effectiveness and needs for adaptation.
4. Provide technical support to the CO in the implementation the UN Women Evaluation Policy
  • Contribute to the implementation of UN Women’s Evaluation plan in the country office;
  • Draft/revise Terms of Reference for specific project/program evaluations;
  • Ensure communication between the CO and RO regarding Evaluations, as necessary;
  • Contribute to the tracking and completion of management’s response to the UN Women Global Accountability and Tracking of Evaluation Use (GATE).
5. Contribute to knowledge building and capacity building
  • Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
  • Contribute to the development of capacity development tools, including training materials and packages;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

Required Skills and Experience
Education and certification:
  • Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:
  • At least 3 years of relevant experience at the national or international level in monitoring and reporting of development projects/ programmes;
  • Previous experience with UN is preferred and good knowledge of UN Women rules and procedures is desirable.
Language Requirements: Fluency in English and Swahili is required.
