About the Community Partnerships for Respectful Care (CPRC) project:
The Americares Community Partnerships for Respectful Care (CPRC) is a 5-year project (2020-2025) funded by the U.S. Agency for International Development (USAID) with the aim to contribute to reducing mortality and morbidity among mothers and their children through improved community-based health care. The USAID CPRC project (USAID UZAZI STAHA in Swahili) provides strategic technical assistance at the national, regional and council levels to improve the quality and uptake of reproductive, maternal, newborn, child and adolescent health (RMNCAH), family planning (FP), and nutrition services, as well as strengthen respectful maternity care in Tanzania. Americares Tanzania works with Christian Social Services Commission (CSSC) in the implementation of the USAID CPRC project in the Mwanza Region.

COVID-19 Vaccination Support: Through the U.S. Government’s Initiative for Global Vaccine Access (Global VAX), USAID and other U.S. government agencies (e.g. CDC) are supporting Tanzania in reaching 70 percent of the eligible population with the COVID-19 vaccination. Through the CPRC project, USAID is supporting interventions to accelerate the uptake of COVID-19 vaccination in Mwanza and Shinyanga regions through social behavior change (SBC) and community outreach. The CPRC project will leverage its RMNCAH activities and relationships with key stakeholders to strengthen vaccination demand, community mobilization, service delivery and COVID-19 data management efforts in line with Tanzania’s Phase II acceleration plan and in close partnership with CDC vaccination service delivery support partners in the two regions. CPRC will use a ‘community scorecard’ approach for identifying barriers around COVID-19 vaccine uptake and creating locally driven solutions for combating vaccine hesitancy and misinformation and strengthening linkages between facility and community health services. Americares/CPRC will engage civil society organizations (CSOs) for grassroots-level mobilization and reach in the roll-out of interventions.

POSITION SUMMARY:
MEL Officer will be responsible for implementation of monitoring and evaluation (M&E) activities within the assigned region. She/he will work with CPRC MEL Specialist, local community-based implementing partners and government counterparts at regional and district council levels to ensure that M&E activities are appropriate and meet USAID and Americares CPRC Global Vax requirements. She/he will oversee all aspects of the CPRC COVID-19 monitoring, evaluation and learning activities in the region, under the supervision of the Program Officer. In addition, the MEL Officer will work closely with CPRC MEL Specialist in building capacities to partner M&E teams and activities, particularly during data collection and analysis. The position will require an emphasis of working closely with Regional Immunization and Vaccination Officer (RIVO) and District Immunization and Vaccination Officer (DIVO) on creating relevant results and progress reports.

DUTIES AND RESPONSIBILITIES:
- Support the Program Officer in the project implementation, coordination, developing activity monitoring plans, and contribute in establishing MEL system for the CPRC Global Vax program.
- Lead the implementation of MEL activities in the region.
- Track and measure achievement and progress toward activity goals and results.
- Participate in a quarterly review meeting and share the MEL findings to the project team and recommendations to improve the project implementation.
- Design digital data collection tools as appropriate and train the project staff, including CSO’s staff and community health professionals on the tools.
- Conduct data collection, data validation, and data quality assessment in collaboration with CSOs on Global Vax key program indicators.
- Perform data analysis and advise project lead on needed revisions, especially on project key-performance indicators and targets.
- Utilize the online reporting platforms on COVID-19 for reporting and maintain the project database.
- Provide technical support on MEL related activities to the project staff and CSO’s staff.
- Assist the Program Officer in periodic report writing and success stories.
- Build CSO staff and health facilities staff capacity in data collection and data quality.
- Perform other duties as assigned.

MINIMUM QUALIFICATIONS:
- Bachelor’s degree in Health Monitoring and Evaluation, Public Health, Social Science, Epidemiology, Statistics, or related disciplines is required. Master’s degree will be an added advantage.
- Experience of working in COVID-19, RMNCAH, Family Planning, Nutrition, and community development projects is highly desirable, especially the ones involving capacity building for sub-granted local NGOs/CSOs in Tanzania context.
- Minimum of 5 years of work experience in monitoring and evaluating international health sector development projects, with strong preference for candidates with previous experience of working with the public health sector in building and strengthening data collection and reporting systems.
- Demonstrated experience of working with USAID large-scale programs, including knowledge of USAID’s reporting requirements.
- Familiarity with the Chanjo COVID Information Management System and national protocols, guidelines and standards for COVID 19 service provision will be beneficial.
- Experience in digital data collections, data management, and health information systems, including data analysis
- Experience working with and being accountable to multiple stakeholders and multilayers settings, a huge plus
- Excellent interpersonal skills and strong communications skills; ability to develop partnerships across sectors and cultures
- Ability to coach, mentor and develop technical capacity of technical staff.
- Strong organizational skills, capacity to think strategically and attention to detail
- Excellent English-language speaking and writing skills and demonstrated experience meeting USAID and other donors reporting requirements
- Proficiency in Office 365 including Word, Excel, Teams, PowerPoint, and SharePoint
- Project management experience will be an added advantage
- Willingness and ability to travel as needed
- Unrestricted authorization to work in Tanzania.
