End -Term Evaluation of Boresha Macho Inclusive Eye Health Project Consultancy
Anticipated timeframe:
Between August 2022 and March 2023
Location: Global/East Africa (Tanzania)
Sightsavers is looking for external evaluators to undertake an end of term evaluation of the Boresha Macho Inclusive Eye Health project. This project is implemented in the Morogoro and Singida regions of Tanzania since 2019 with a budget of approximately £2 million over 3 years (and a 3 month no cost extension).

The main project outcome is: 150,000 men and women, with and without disabilities from the regions of Singida and Morogoro receive improved, and more inclusive, sustainable high-quality services at all levels of the strengthened eye health system.

Purpose of Evaluation
The end of term evaluation will cover all activities undertaken in the project from October 2019 to end of August 2022. The evaluation will assess the extent to which the planned outputs/outcomes, budget and activities of the project have been achieved. The purpose of the evaluation is to assess the performance of the project and to understand what specific lessons, insights and recommendations can be taken forward in future project design and implementation. The evaluation will build on the findings of the mid-term review (MTR).

The evaluation will apply an adapted set of the OECD/DAC criteria to review the project in the areas of relevance, effectiveness, efficiency, impact, sustainability, scalability, and equity and inclusion. The evaluation questions developed under each of these criteria will incorporate a gender, equity and disability inclusion lens. The evaluation process will also aim to build in a beneficiary feedback mechanism, by consulting with the services users and patients on their experiences.

The evaluation will highlight lessons learnt and formulate a concrete and viable set of recommendations for future projects. The primary audience of the evaluation is Sightsavers (eye health programme, programme design and MEL staff) the project implementing partners, the donor (FCDO) and fund manager (Mannion Daniels).
Recommended:
The evaluation should employ a collaborative and participatory approach ensuring engagement with a wide range of relevant stakeholders. Mixed methods of data collection and analysis will be determined in collaboration with the consultants. This is likely to include a desk review and consultation of secondary data, as well as data collection conducted in a number of select project locations.

The primary data collection is likely to include key informant interviews and focus group discussions with various project stakeholders. Use of the Most Significant Change (MSC) approach to gather stories of change relating to the impact of the project on service users would also be welcomed. The scope of any primary data collection will be assessed in light of overall security and the COVID-19 pandemic, and alternative remote approaches taken as required.

Profile of the consultant
Sightsavers will welcome expressions of interest from qualified independent evaluators or consultancy companies. An individual or team with members located in Tanzania would be preferred. The consultant and team members should have the following core competencies and experience:
  • Extensive experience in monitoring and evaluation for project/programmes, with strong skills in both qualitative and quantitative approaches essential
  • Prior eye health evaluation experience, as well as knowledge and expertise of inclusive health and/or disability inclusion.
  • Thematic expertise in eye health, inclusive health and disability inclusion; comprehensive understanding of preferred practices/policy issues at global and national levels.
  • Knowledge of the national/regional context and prior experience working in Tanzania, including data collection experience, is essential.
  • Ability to travel to and/or within Tanzania.
  • Experience of carrying out evaluation and learning exercises of an appropriate scale.
  • Ability to produce concise, well-written and analytical reports.
  • Excellent communication skills in written and spoken English. Fluency in local languages in Tanzania is desirable.
