For every child, strength
Despite progress in children’s survival, Tanzania is a long way from providing all children and adolescents with an equitable chance to survive and thrive. Tanzania has brought its under-5 mortality rate to less than one-third of its 1990 level, but the pace of mortality reduction has slowed in recent years, and maternal and neonatal mortality remain high. Every year, about 100,000 children under age 5 are lost, 40,000 of whom die in the first 28 days of life. Another 40,000 babies are lost to stillbirth. Almost one-third of under-5 children are stunted, and preventable and treatable illnesses cause more than half of their deaths. Adolescence is also a perilous stage. Teenage pregnancy is common, and adolescent girls have disproportionately high rates of new HIV infection. Anxiety and depressive disorders are gaining prevalence, while injuries and interpersonal violence affect many adolescents, especially boys.

The quality of primary health care services and social norms and practices are at the heart of the problem. The health sector is underfunded, and per capita allocations vary widely by region, contributing to vast inequities in health outcomes. As infrastructure projects have increased the quantity of health services in recent years, quality has continued to suffer. The public health service has only half the human resources required, and health workers rarely receive the training and support they need to provide quality services. The health management information system is fragmented and inaccessible. Improvements in the availability of essential medicines and commodities have been made, but their availability is often not reliable or consistent. Many communities and families lack the knowledge, skills, and motivation to address harmful social and gender norms and to adopt and promote healthy and beneficial practices, including those related to positive parenting and early childhood development

How can you make a difference?
Under the supervision and guidance of the Chief of Health, the Technical Advisor for Policy Advocacy, Learning and Resource Mobilisation will provide technical assistance to the section in developing and writing documents for the purposes of advocacy, strategy development, resource mobilization, learning and assist the health team to stay abreast of global developments in the areas of PHC and maternal and child health. The products will be used in three different ways: for policy advocacy and awareness, for resource moblisation purposes, and for sector sharing, learning and use.

This part time consultancy will allow the health section to capitalize on opportunities to respond to donor requests for proposals with tight deadlines, on opportunities that present themselves by government to promote and advocate for children, and to ensure TCO health section work (research and policy) is transformed into a digestible way that promotes wider use by development partners, implementing partners and governments at all levels.

A total of 30 products to be defined have been included in this scope of work. The consultant will draft a brief workplan including deliverable and timeline for completion that will be agreed with Chief of Health. This workplan will be reviewed regularly and adjusted as priorities dictate. The work assignments are summarized as:
• Based on studies or surveys, design advocacy agendas and develop at least 8 short policy briefs with key policy asks highlighted.
• For resource mobilization develop at least 6 short briefing notes on key interventions, and update the health programme brief
• Develop lessons learned documents profiling TCO innovations, including at least 4 manuscripts for publication followed through to publication, and at least 3 learning papers
• Develop at least 5 resource mobilization documents (proposals, concept notes)

MEDICAL EVACUATION COVERAGE.
The consultant will be required to submit the proof of medical/Health Insurance with medical evacuation coverage.

LOCATION, DURATION & LOGISTIC
The consultant will operate mostly remotely.
The validity of the contract will be for 12 months. Actual number of days work will be based on an agreed workplan for deliverables and travel will be agreed as part of an agreed travel plan.

To qualify as an advocate for every child you will have…
  • The assignment will be conducted by an international consultant with a demonstrable track record in this type of work. Substantial international experience working with UN, UNICEF and Governments;
  • Demonstrated written English expertise
  • Demonstrated expertise in mobilizing resources through proposal development.
  • The consultant is expected to have: An advanced university degree in public health, maternal child health or related field.
  • Substantial data analysis experience and proven capacity to manage a team of technical specialists with diverse backgrounds.
  • Experience working in Tanzania and, more broadly, Sub-Saharan Africa is considered an asset
