The Organization:
Search for Common Ground (Search) is the world’s largest dedicated peacebuilding organization, founded in 1982. With programs across Asia, Africa, the Middle East, and the United States, Search transforms conflict with diverse tools inspired by its Common Ground Approach. Search is implementing a 10-year strategy to drive enduring change and transform many of the world’s most consequential conflicts.

Team Summary:
The Program Implementation team oversees the implementation of Search’s programs and projects in its country offices per Search and donor policies and procedures. The Program Implementation team works on the full life-cycle of the project, from the start-up phase to the full close-out. This involves designing work plans, implementing activities, reporting, financial management, and staffing management. The Program Implementation team collaborates with other departments, including Finance, Institutional Learning, Programs, Global Affairs and Partnerships, Human Resources, and Information Technology.

The Role:
Support Search’s sub-awardees to ensure compliance with the Foreign, Commonwealth, and Development Office’s and Search’s requirements and financial management. This involves supporting the monitoring, reporting, and capacity building of all stakeholders. It involves oversight of financial management quality and compliance, working closely with other departments, including Finance and Programs.

Contributions:
Sub Awardees assessment:
  • Assess and document the sub-awardees selection process
  • Ensure that the subgrantees selection is in compliance with Search and donor regulations
  • Assess the sub-awardees’ financial and program capacity
  • Assist program staff in selecting the right module of contract type ( fixed contract, deliverable-based contract, etc.)

Sub Awardees monitoring:

  • Ensure the sub-awards templates are up-to-date and introduced to sub-awardees during the start-up phase
  • Assist partners in preparing their budget forecasts and financial reports and understand the minimum compliance requirement for each cost category
  • Ensure sub-award site monitoring visits are conducted regularly as per the monitoring plan and provide a report
  • Maintain sub-grantee financial files, and reconcile subgrant financial tracking with general ledger reports
  • Review sub-award financial reporting package, amounts, calculations, and supporting documents, ensuring compliance with supporting documentation matrix, follow-up on potential issues with Sub-award Finance team and operations
  • Track financial reports submissions and Partner’s payments, and create Partner Trackers
  • Track Partners’ expenditures against budgets and flag any issues to the Program and Finance teams
  • Make sure that reports and all supporting documentation is prepared and filed according to Search procedures
  • Submit Partners’ wire requests and liaise with Search’s country office and headquarters to troubleshoot any issues that may arise
  • Provide training and regular support for local partners and CSOs, including answering questions, training new hires, making visits to Partners’ offices, etc.
  • Assist Finance Managers in responding to audit inquiries and requests for financial information
  • Be familiar with the subgrant manual, field finance manual, procurement manual, and any additional local policies (Employee Handbook, cash management, local travel)
  • Review sub-award journal entries and ensure the sub-award accounts are reconciled monthly

Subaward closing:
  • Ensure the sub-award contract is closed per Search and donor policies
  • Reconcile the sub-award financial report
  • Competency Behavior Indicators (Knowledge, Skills, and Abilities):Bachelor or higher degree in finance, accounting, or any other relevant field
  • 5 years experience minimum in sub-awards management, ideally with small, local civil society organizations
  • Knowledge of international donor regulations, particularly the Foreign, Commonwealth, and Development Office (FCDO)/Conflict, Stability and Security Fund (CSSF)
  • Knowledge of key accounting principles
  • Experience with accounting software, Excel, and Google sheets
  • Good communication skills
  • Flexible to travel within Tanzania and Mozambique
  • Ability to meet deadlines
  • Excellent written and oral communication skills in English required; Portuguese and/or Swahili skills are a strong asset.
