Background
The Country Strategy for Enabel Bilateral Cooperation Program in Tanzania 2023-2027 was approved on 15th July 2022 by the Belgian Minister of Development Cooperation, with a planned duration of 5 years (2023-2027) and an overall budget of 25 million euros.
The general objective of the strategy has been defined as follows: “Young people especially young women, are empowered to thrive in a protective and gender-equal environment, to acquire education and skills, and to pursue decent work opportunities in Kigoma Region”.

The specific objective further specifies: “Girls and young women (14 to 29 years), in targeted districts of Kigoma, are empowered, access multiple conducive learning pathways and enjoy decent and green employment and entrepreneurship”.
For the period 2023-2027, Enabel has developed an integrated approach fully focused on girls and young women through three results areas of the same holistic intervention as defined below:

Result area 1 is focusing on secondary education for vulnerable youth with a special focus on girls.
Result area 2 is dedicated to skills development and entrepreneurship, with the ambition to increase opportunities for decent employment of young people, specifically women, through skills development, entrepreneurship promotion and business development support.

Result area 3 is focusing on supporting a protective and gender-equal environment. It will contribute to tackle the discriminatory social norms and structural barriers that girls and young women face in their family, in their community, in the educative and professional spheres, so that girls and young women benefit from the same chances to continue their education and seize increasing remunerative economic opportunities.

Job description
As a Quality Education Expert, you report to the Intervention Coordinator and you contribute to the implementation of the project activities in order to improve the quality of teaching and effectiveness of learning in secondary education through investing in teachers, in their Continuing Professional Development (CPD), in didactic materials and tools and through creating opportunities for students to access a wider variety of learning materials, both physical and online.

Responsibilities:
- You contribute to the implementation of the project by taking part in the planning, execution, coordination, and monitoring and evaluation of activities related to "Quality and Learning" (improved quality of education and more effective learning in secondary education in more conducive learning environments);
- You take stock of CPD initiatives and assessment of critical capacity building needs of teachers;
- You implement a blended trajectory for CPD through a cascade-approach, using a variety of methods for capacity building including reflective teaching and peer-feedback;
- You co-create and produce (digital and physical) materials for training purposes, and for teaching & learning;
- You take stock of progress in the development of the life skills curriculum and integration of CSE (comprehensive sexuality education) and environmental awareness in relevant subjects);
- You provide technical advice to extra-curricular clubs and initiatives;
- You organise knowledge building and knowledge management in order to create an inclusive, informed climate of trust within the project;
- You participate in relevant dialogue and coordination platforms and channels in order to coordinate activities, share relevant best practices and raise relevant issues;
- You contribute to capacity development of partner organisations: Tanzania Institute of Education (TIE), School of Education (SoED), University of Dar es Salaam (UDSM), Kasulu Teachers Training College, Regional/District/Ward Education Offices, NGO’s, etc.;
- You liaise on a regular basis with the relevant officers of the Regional and District education offices to plan and monitor implementation and solve any problems and issues;
- You supervise and coach an Education Intervention Officer (national) placed under your hierarchical responsibility.

Your profile
Required qualifications
· Master’s degree in Pedagogy/Educational Sciences or a relevant human/social sciences degree with a teaching diploma.

Required experience
• At least 5 years of relevant experience in the field of education (preferably secondary education and/or teacher training);
• Minimum 2 years of experience in training/capacity building of teachers/trainers and/or teacher supervision/inspection;
• Experience in project management;
• An international experience (i.e. in the international development sector and outside your country of origin) is an asset;
• Exposure to teaching and training teachers in an international context is an asset;
• Working experience with young women and girls or vulnerable groups is an asset.

Required skills and knowledge
• Good knowledge of aspects of international development (context, challenges, application, partners, functioning, etc.);
• Knowledge of interactive methodologies for teaching (such as active teaching and learning, learner-centred methodologies, project-based and experimental learning, etc.);
• Knowledge of methods for CPD/training teachers;
• Knowledge of learning assessment methods and instruments;
• Knowledge of plans, strategies and institutions relevant to the quality of education in Tanzania is an asset;
• Proven capacities for reporting, monitoring and evaluation;
• Ability to implement a change process;
• Knowledge management and knowledge building;
• You are result oriented;
• You possess good interpersonal and intercultural communication skills;
• You are sensitive to gender and specific barriers faced by women and girls in education and employment or willing to embark on capacity strengthening in the area;
• Ability to use new technologies used in the area of expertise;
• You are fluent in spoken and written French or Dutch. Considering the working language of Tanzania and the international environment in which you work, excellent knowledge of English is required and Swahili is a strong asset.
