Consultancy services to TVET Tanzania, 2021 – 2024”
(TVET-Programme: Skills Development, Social Dialogue and Decent Jobs for Young Tanzanians)

Introduction and background
Chama cha Uzazi na Malezi Bora Tanzania (UMATI) is an autonomous, non-political national NGO providing Sexual and Reproductive Health and Rights (SRHR) information, education, and services in Tanzania. It has been in operation since 1959 and became a leading national organization providing quality youth-friendly SRH information and services, particularly to young people and women. In 1973 UMATI became a full member association of International Planned Parenthood Federation (IPPF) where technical and core funds support was provided. By being a member of IPPF, UMATI is internationally connected through experience sharing with other IPPF member associations.

UMATI is envisioning to see a Tanzania where people are free to choose and exercise their Sexual and Reproductive Health and Rights without discrimination in gender, sex, and age. The visioning process of UMATI highlighted the need to integrate “without discrimination” as a recurring theme as well as an organizational value statement. “Freedom of choice” was agreed as a paramount inclusion at the end that UMATI would love to see by doing its core business.

UMATI’s Mission Statement is to champion SRHR and provide information and services targeting the young and underserved. In coming up with the Mission Statement, cognizance was put on the strategic position of UMATI as a leading SRHR service provider in Tanzania. This was eventually replaced by “champion” recognizing the need to lead not only by the provision of services but also by enabling other service providers including capacity building to local CSOs partners in the country to champion SRHR through their advocacy initiatives. UMATI strives for structural poverty reduction by improving the health of people in the country regardless of gender and political or religious beliefs, with priorities being given to the poorest communities and hard-to-reach populations.

The Danish Trade Union Development Agency and the Danish Family Planning Association entered into a partnership in 2021 to strengthen the role and build the capacity of technical schools and social partners (national trade union confederation TUCTA and employers association ATE) in Tanzania to contribute to the TVET reform process and promote appropriate skills demands – particularly for the female labour force, now and in future.

This action in hand is aligned with the above TVET project because it promotes a biased-free learning environment without discrimination and harassment of female students and girls. In short, to attract young girls and women to access TVET courses to become electricians, fitter mechanics and/or cooling technicians.

Objectives of technical assistance
The objectives of this ToR are:
Immediate Objective: To promote a biased-free learning environment without discrimination and harassment of female students in selected TVET training institutions and support an inclusive environment for trainees in the labor market.

The strategy is to:
  • Build capacity amongst social partners (TUCTA and ATE) as well as selected TVET training institutions (management and teachers) on how to promote gender equality and more access for women/girls in TVET;
  • Raise awareness amongst management, teachers and students about gender-bias and how to reduce discrimination of female students.
  • Raise awareness amongst company representatives about how they can enforce a gender responsive environment for the apprentices.

Scope of Work
This assignment should include, but not be limited to the following:
  • Conduct capacity needs assessment and gender analysis to understand key barriers to female participation from a Conduct capacity needs assessment and gender analysis to understanding key barriers to female participation from a gender perspective and analyse their implications in women’s employment and economic empowerment.
  • Adopt and develop curriculum for training teachers on Gender Equality and Safeguarding Issues.
  • Conduct orientation and capacity building workshops with teachers of the TEVT.
  • Develop standards of performance for curriculum-based education for implementing partners
  • Develop an advocacy strategy and identify and implement activities to advocate for increased female participation in TVET training and use of Youth friendly and reproductive health services
  • Develop Gender, Antidiscrimination and Sexual Harassment Strategy and Policy
  • Develop service directory for linking female students to acquire additional support and skills apart from the schools.
  • Gender Review of all TVET Modules and gender related documents including presenting, sensitizing & familiarizing the gender reviewed modules to TVET developers to ensure inclusive process.
  • To facilitate high level meeting to disseminate finding of the analysis and providing recommendations to social partners in Tanzania Trade Union Congress of Tanzania TUCTA (and its affiliated union RAAWU) and the Association of Tanzanian Employers (ATE) so they can qualify and strengthen their lobbying of relevant ministries of education and labour, NACTVET etc.

Time Schedule
  • Technical preparations in Nov and Dec 2023;
  • Guide development and training in Nov and Dec 2023;
  • Training and Orientation between Jan – March 2024;
  • Development of different strategy documents between March – May 2024;
  • Facilitate high level meetings with different stakeholders in May 2024;

The consultant should provide a detailed breakdown of expenses, including fees and any additional costs related to data collection, or stakeholder engagement. The cost of workshops will be borne by UMATI.

Consultant Profile and Requirements
The following qualifications and skills are required:
  • A degree in education, social sciences, or a related field could provide a strong foundation.
  • Prior experience in the field of education or vocational training is valuable.
  • Strong communication skills are vital for building relationships with various stakeholders, including students, educators, administrators, and policymakers.
  • Being able to design and deliver training programs for both students and educators is important. This includes workshops on diversity, inclusion, and preventing discrimination.
  • Building partnerships with other organizations and advocating for the cause can amplify the impact of your efforts.

The proposal should include a Curriculum vitae highlighting relevant experience, proposal outlining the approach, methodology, and work plan. The proposal should be titled “Consultancy to TVET-Programme: Skills Development, Social Dialogue and Decent Jobs for Young Tanzanians” to be submitted not later than 15th November 2023.
