The agency manages more than 170 projects in 21 countries. One of these projects is the Junior Programme, a real professional springboard and a promoter of global awareness. It has been running since 2006.
Its aim is twofold: to promote sustainable international solidarity by recruiting young European talent and enabling them to develop their skills abroad.

Junior Programme
With this vision in mind, the Junior Programme defines itself as a "talent spotter" and a "career booster".
Through their experience talents develop the competences to actively and sustainably engage in achieving the Sustainable Development Goals. The Junior Programme aims to make them active and critical global citizens who are committed to the SDGs.

The Junior Experts work minimum 1 and maximum 2 years in an Enabel project or in a project of one of the Non-governmental organisations (NGO) that are affiliated with the Junior Programme.
The Junior Programme only accepts young people of maximum 30 years old.

Context
In an effort to complement SDG16 on the promotion of peaceful and inclusive societies for sustainable development, the main objective of the Cross-Border project “Daraja la Amani, Pontes De Paz” (“Bridges of Peace”) is to prevent and respond to violent extremism in the border areas of Southern Tanzania and Northern Mozambique. The project seeks to build trust and collaboration between security forces and communities, so that they can jointly prevent violent extremism and respond to security challenges.

The project’s dialogues, joint analysis, security-community engagement activities will provide spaces for security forces, community leaders, religious leaders, women’s groups, youth and other vulnerable and marginalised groups to discuss challenges related to security and/or violent extremism.
This process will increase trust between state and community actors and the platforms for dialogues with government and security actors regarding issues affecting them will contribute to a safer environment.

The project's key partners include the Ministries of Home Affairs in Tanzania and Interior in Mozambique, the University of Dar es Salaam, and the University of Joachim Chissano. This project is implemented in partnership with the International Organization for Migration (IOM).
Main activities of the project are Community Engagement Activities, Positive Narrative Campaigning, Policy Briefs, Case Studies, and Conflict Snapshots and Tailored Capacity Building.

Job description
A state faced with increased activities of violent extremist groups can be tempted to respond with a hard, security-centred approach in order to reduce the spillover of extremism. But this militarised approach can lead to more mistrust, more violence between security forces and communities, and in fact serve as a push factor for young marginalised people to join the violent extremist groups.

The Junior Expert in Communications plays a crucial role in conveying compelling information about human-centred security, and how trust and collaboration between security forces and communities is one of the best ways to contribute to safe societies and prevent violent extremism. The Junior Expert produces quality communications content that is shared with a Tanzanian and Belgian audience, to demonstrate the impact of such “human-centred” approaches and encourage the use of it at larger scale. In addition, the Junior expert will play a key role in highlighting the paramount importance of investing in development and peacebuilding efforts in Tanzania and Mozambique, and how this can contribute to Belgium’s development objectives.

Required training/degree (eliminatory on CV):
  • Master or Professional Bachelor’s Degree

Required specific knowledge (eliminatory on CV):
  • Degree in Communication/Public relations/Journalism with 6 months prior experience in journalism or communications. is preferred but any communication or journalism experience of 6 months coupled with a degree in political/social science, languages, development studies, or history, would be fitting as well.
  • Demonstrated prior experience of 3 months in pictures taking, video editing in a previous work experience or traineeship.
Preferred assets (not eliminatory on CV):
  • An eye for creative detail, and the technical skills to translate ideas into compelling visuals.
  • Prior experience of using social media preferable
  • Applicants should be well-organized, self-motivated, and reliable with a strong interest in conflicts, news media, and social media.
  • Excellent writing skills in English - the candidate should be able to produce communications piece without any proof-reading.

Language skills:
  • English (working language, level C1/C2)
  • Dutch: basic knowledge (level A2)
  • French: basic knowledge (level A2)

Selection criteria and stages
The selection of the applicant for each job opening is made in 5 eliminatory stages.
Step 1 - Screening of CVs
We check that you meet the admission requirements by 2nd April 2024
1. Hold Belgian nationality or be a citizen of a member state of the European Economic Union or the Swiss Confederation.
2. Born after 2 April 1993.
3. Respect the specific criteria related to the job (diploma, experience, languages, etc.);
Step 2 – Written test
You are invited to do several online psycho-technical tests;

Step 3 - Oral test in the form of a motivational interview (online)
We will check your motivation to participate in the Junior Programme on the one hand and on your motivation for the specific functions for which you have applied on the other hand;
Step 4 - Oral test in form of Assessment Center (face-to-face)
During a group exercise followed by an individual interview, you will be evaluated on 5 skills considered essential to succesfully fulfil the mission of a Junior Expert.

Step 5 - Interview with the field project team (online)
During this last step, the project team will go a bit deeper into the technical skills and experience for the job of each candidate and check whether you fit in the team. They will take the ultimate decision on which candidate to recruit.
