We are seeking to recruit the following positions for a five-year USDA project that is designed to develop and transform small and medium enterprise (SMEs) poultry value chain into sustainable commercial business in Tanzania. The project will strengthen the feed sector and incorporating climate smart technologies; Improved animal health management practices; Capacity building in agricultural finance services; and strengthen of the extension and service providers. The positions will be based at the project office in Mbeya, Tanzania.

The Monitoring, Evaluation and Learning (MEL) Lead will support the program by overseeing progress towards achievement of the high-level objectives of the project. S/he will guide the technical direction of the MEL approach and strategy. In addition to managing monitoring and evaluation activities, the Monitoring, Evaluation and Learning Lead will oversee impact analysis across key areas of the project. This will include building staff and project beneficiaries' capacity in knowledge management and learning, overseeing the projects data management systems, and reporting on progress toward targets for the performance monitoring indicators.

Position Summary:
Reporting to the Chief of Party, the Monitoring, Evaluation and Learning Lead will be responsible for executing the approved project MEL Plan (the Evaluation Plan), defining the projects data flow and data management plan, building the system for tracking and monitoring performance indicators using Corus' 3D database platform, guiding and training technical leads, technology managers and business facilitators on collecting and uploading data into the 3D platform, and ensuring data verification and validation. S/He will manage the project's MEL activities.

This will include guiding the technical direction of the MEL approach and strategy as well as overseeing and coordinating work related to monitoring and evaluation activities of the project. S/he will be responsible for ensuring timely submission of reports to the donor on quarterly and annual performance indicators and highlighting success stories, learnings, and gaps that need addressing as part of collaborating, learning and adapting measures. S/he will actively ensure compliance on all project activities and will provide timely data and reports that will improve performance and effectiveness.

Key Result Areas:
  • Assumes overall responsibility for all documentation processes and systems related to the project MEL.
  • Establishes and manages internal data management processes for effective and efficient monitoring and reporting of activities and reporting internally as well as with the donor and Implementing Partners.
  • Coordinates all MEL efforts to ensure that reliable and up-to-date data is collected and ensures that the efforts of MEL staff are consistent with quality requirements.

Roles and Responsibilities:
Specific functions related to the position:
  • Supports the two M&E Specialists and one Database/GIS Specialist, and technical staff to ensure the Kuku Biashara team understands the project performance indicators, outputs, outcomes and monitoring and evaluation deliverables to carry out their M&E responsibilities.
  • In coordination with HQ Technical Business Unit (TBU) and Programs Business Unit (PBU) - Africa, manages the Project MEL system according to the donor-approved Performance Management Plan (PMP) and Evaluation Plan.
  • Updates the project Evaluation Plan as needed, as well as management tools such as the PMP including the monitoring indicators table and reference sheets.
  • Develops standard data collection forms in coordination with the TBU HQ.
  • Takes initiative to learn, and work closely with CGA Technologies to design and maintain the projects database on the 3D platform, in order to collect, validate, verify, analyze and report on data in 3D.
  • Ensures project resource grant are written with consideration for the project monitoring requirements (performance indicators) and responsibilities to measure outputs and outcomes.
  • Ensures quality reports document progress toward targets from performance measurement indicators for internal, USDA FFPr and implementing sub-recipients or partners use.
  • Coordinates the dissemination of evaluation findings and results inclusive of lessons learned and success stories.
  • Coordinates the production of communication media tools in collaboration with TBU and MarComm in HQ.
  • Oversees impact analysis in the areas of nutrition awareness campaigns, farmers behavior change, use of digital extension services, adoption of improved technologies for GHG mitigation in poultry value chains, amongst others.
  • Applies technology tools (GIS, Corus 3D database platform) to improve decision-making and management for project understanding and results.
  • Directly supervises the two M&E Specialists and one Database/GIS Specialist.
  • Designs, leads and oversees third party firms undertaking the baseline, midterm and final evaluations for the project in close coordination with the COP, DCOP, TBU HQ and consultants.
Data quality:
  • Assumes overall responsibility for ensuring data quality at each stage of the program management cycle.
  • Performs routine Data Quality Assessments (at a minimum bi-annually) and annual system reviews and communicates findings from the DQA by developing and sharing a DQA action plan with TBU HQ.
  • Manages the assignment of M&E staff to ensure system performance.
  • Oversees assessments as well as all research related to data quality.
  • Regularly checks the quality of the data at the field level including annual survey data collection, analysis and reporting.
Capacity Building:
  • Designs and implements MEL capacity building activities for field staff in areas such as project monitoring, evaluations, quantitative and qualitative data analysis, data use, data quality and other areas, where needed.
  • Provides technical expertise and leadership to promote the planning and implementation of a quality MEL system for the project.
  • Provides advice and technical assistance to build technical staff (including sub-recipients' staff) capacity for managing data collection, reporting, and program implementation.
  • Serves as the main focal point with implementing partners, program beneficiaries, consultants and stakeholders on all MEL related issues.
Research:
  • Ensures high quality evaluation and special study reports are conducted. Elicits timely TBU HQ feedback on drafts and ensures the staff and/or third-party firm incorporates this feedback into final documents.
  • Coordinates and ensures high quality control of all third-party firms engaged to carry out studies/research.
  • Oversees third-party firms or consultants hired to carry out research or monitoring activities.
  • Actively participates in the TBU MEL Community of Practice, and possibly other external M​​&E working groups or professional associations.
Supervisory:
  • Under the supervision of the Chief of Party, the Monitoring and Evaluation Lead will support two M&E Specialists and one Database/GIS Specialist, and support project staff to ensure the technical staff receives the necessary support to fully understand the project performance indicators and carry out their M&E responsibilities. Conduct performance planning and annual evaluations of direct reports.
  • Identify areas of growth for and provide staff development opportunities to direct reports.

Education & Experience:

  • Master's degree in Social Sciences, Economics, Statistics, Agronomy or any other related field.
  • Formal accounting certificate demonstrating attainment of top level of accounting skill.
  • 8-10 years of demonstrated experience with progressive experience in design, monitoring and evaluation of development projects at the Tanzania national level.
  • Demonstrated knowledge of M&E systems (design, implementation, evaluation tools and techniques) as well as ICT / database systems.
  • Experience applying M&E to agricultural development projects including application of quantitative and qualitative analysis and evaluation techniques.

Qualifications:

  • Demonstrated experience with USDA or USAID MEL standards and procedures.
  • Demonstrated expertise in capacity building and conducting MEL training for team members and sub-recipients.
  • Knowledge and experience with designing and using digital data collection and data visualization tools, e.g. PowerBI, SPSS, etc.
  • Demonstrated experience using a mix of informational sources and research methods to analyze project progress, communicate findings to a range of external and internal stakeholders, and apply learning to work planning.
  • Professional proficiency in English and Swahili.
  • Excellent verbal and written communication skills.
  • Ability to live in Mbeya and travel up to 25% of one's time within Tanzania is required.
  • Experience with and commitment to working in a diverse and multi-cultural environment.
