Finance Officer (Reconciliation Officer)
Finance Officer (Reconciliation Officer) at VisionFund Tanzania Microfinance Bank Ltd (VFT MFB)

Position: Finance Officer (Reconciliation Officer)
Reporting to: Finance Manager
Job Purpose; – 
  • Reconciliation (60%)
  • Follow-up on Outstanding Items, Also Budgetary Control and Treasury activities (40%)
Main Responsibilities: – 
  • Perform Monthly Bank Reconciliations and submit the same to the Finance Manager by 5th of the following month
  • Perform MNOs (Mpesa, Tigo and Airtel) on a daily basis and share the same to Finance Manager
  • Make follow-up of the reconciliation items, provide status of the outstanding items, aging and action plan going forward
  • Monitoring items in suspense accounts and ensure they are cleared within the set timelines
  • Preparing and recommending items to be written-off/recognized as income on a quarterly basis
  • Ensure sufficient funding of VFT Wallets with MNOs
  • Engaging Banks and MNOs to obtain confirmation of signatories on semiannual basis and/or as needed
  • Prepare proposals and keep track of the short term investments to ensure timely follow-up as they mature
  • Custodian of FDR receipts
  • Working in collaboration with the Risk Officer to conducting Liquidity Stress testing on a quarterly basis
  • Performing due diligence for VFT Conduit banks and MNOs
  • Any other duties as will be assigned by the supervisor

Education; – 
  • Bachelor Degree in Banking and Finance & Bachelor Degree in Accounts
  • Very good knowledge of oral & written English
  • Very good analytical & reporting skills
  • 3 years’ experience in VFT MFB or in accounting field
  • CPA holder is an added advantage
  • Proficient in Microsoft office application

Ensures an efficient performance of the Branch/Business Centre
Markets the products and services of VFT-MFB
Ensures adequate information flow within the Branch/Business Centre
Main Responsibilities: – 
  • Coordinates and controls branch/business center operations
  • Develops branch/business center business plan and annual work
  • Chairs Branch/Business Centre Credit Committee and participates in evaluating,
  • approving or rejecting loans according to policies.
  • Review legal documents and security files of approved loans
  • Assists legal counsel in matters involving remedial account management
  • Coordinates with Regional Manager to plan for personnel need
  • Monitors staff performance and coordinates with
  • Ensures timely submission of Branch/Business Centre reports

Field Operation Manager

Position: Field Operation Manager
Job Type: Full-time
Reporting to: Chief Operations Officer
Job Purpose; –
The Field Operations Manager (FOM) provides overall leadership to VFT’s field/Branch Operations and ensures that the bank meets annual business targets as approved by the Board in the annual operational plan. The position holder is responsible day to day management of Branches through Regional Managers and Business Center manager and execution of the strategic operational targets including disbursement plan, budgeting, people and performance management, risk, and internal controls management to reduce VFT’s Operational Risk. The position ensures growth of the loan and deposits portfolio while enforcing compliance with country laws and regulations. The position holder also ensures that the banks products and services positively impact the lives of clients through VFT’s social performance framework. In addition, the position holder ensures that VFT work in close integration with World Vision Area Programs in fostering economic development for low income entrepreneurs

Main Responsibilities; –
Performance Management 
  • Oversee the management and staff of the operations department to ensure that all branches and exceed the monthly and annual business targets. Mentor and coach Regional Managers for performance.
  • Maintain a high standard of discipline within the operations department and ensure that all managers meet their targets on an ongoing basis.
  • In coordination with People and Culture, execute incentive scheme for all operations staff to steer motivation and performance.
  • Ensures that staff have the capacity to deliver through implementation of continuous training program.
Compliance with Banks Policies and Regulatory requirement 
  • Manage the application of policies, norms and procedures at the branch level and supervise that business operations are working according to procedures.
  • Enforces compliance to the local regulatory laws as prescribed as the applicable laws.
  • Set performance contracts and monitor performance per procedures for the branch managers;
  • Implement the performance management system for the branch managers which enforces compliance to policies, procedures and regulations.
  • Ensure that all identifies gaps in compliance through internal audit and risk units are fully addressed within agreed timelines.
Administration 
  • Supervise that the branch network maintains up-to-date and accurate client records.
  • Organize and maintain neat, up-to-date and accurate files regarding performance of all regions and in particular the Branch Managers and Regional Managers.
Department reporting 
  • Perform analysis on financial indicators and provide reports for the COO on these indicators including deposits, channels performance, disbursements, and client retention, growth of different products, and branch profitability and delinquency.
  • Ensure that overall and branch reporting is complete and accurate.
  • Provide timely and accurate information and reports on a regular basis to the Chief Operations Officer and other senior management members of VFT as well as other stakeholders as required.
  • Ensure timely delivery and overall supervision and accurate reporting of financial data and performance, and regulatory data.
Business Development 
  • Lead Branch network in ensuring that all business targets as approved by the Board are delivered which include, Loan Portfolio, Deposits, Clients and Revenue targets.
  • Collaborate with the Head of Business Development and other Managers to develop the Local marketing and sales strategy in order to increase the number of clients, maximize sales, and keep current clients.
  • Conduct required Feasibility studies for the new areas and providing recommendations for market potential.
  • Participate in Market Research in collaboration with the Marketing and Product Development Teams to determine the products and services appropriate for various customer segments.
Credit Risk Management 
  • Ensures that all Branches maintains a Portfolio at Risk of not more than 5% PAR > 1 day
  • Ensures that loan loss rate is kept within maximum limit of less than 2%
  • Supervises the debt recovery team to ensure collection of written off loan facilities from clients.
  • Documents causes of delinquencies and implements remedial action by updating policies, taking appropriate disciplinary or capacity building to the operations team.
Integration with World Vision and Social Performance Management 
  • Drives the social performance agenda of the business through targeting of the right clients as defined in VFT’s social performance framework.
  • Ensure that VFT’s operations aligns with World Vision APs and maintained to close working relations with all AP Managers.
  • Building mutually beneficial partnerships with other strategic partners in line with the mission of VFT.

Required skills, knowledge, and competencies

List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner; –
Education and Experience 
  • A minimum of BSc in Business, accounting, finance or related area of study and minimum of five years of senior operational management experience, preferably in a bank or microfinance institution.
  • Experience in strategic planning, budgeting, operations, deposit product and systems development, and risk management.

Core Competencies Required: 
  • Strong leadership and people management skills.
  • Strong analytic skills. Ability to conduct analysis of business processes and operations and to think strategically using financial analysis.
  • Excellent communication skills.
  • Ability to present financial information effectively to both specialists and non-specialists.
  • Understanding of financial and banking software packages, preferably familiarity with T24.
  • Knowledge of micro, small and medium enterprise market segments in Tanzania.

Compliance Manager

Position: Compliance Manager
Job Type: Full-time
Reporting to: Head of Risk and Compliance
Job Purpose; –
To ensure the bank complies with all applicable regulatory requirements, internal policies, and ethical standards. The Compliance Manager leads the implementation of the compliance framework, monitors regulatory risks, supports AML/CFT efforts, and fosters a culture of compliance across the institution.
Main Responsibilities; –
Regulatory Compliance
  • Ensure VFT full compliance with applicable laws, regulatory requirements, and guidelines issued by the Central Bank and other regulators (e.g., BAFIA, Country Labor Laws, AML/CFT, KYC, data protection, consumer protection, and others).
  • Conduct Annual regulatory gap analysis and recommend the establishment and enhancement of the missing controls
  • Maintaining the regulatory tracking log and ensuring timely submission of all regulatory reports and returns.
  • Act as the primary liaison with regulatory bodies and manage regulatory inspections or audits.
Compliance Monitoring & Testing
  • Develop and implement compliance monitoring plans to assess adherence to internal policies and external regulations.
  • Annual revision of compliance working papers and reporting templates to ensure risk and compliance officers are well supported to conduct regular compliance reviews 
  • Conduct regular compliance reviews and assessments across departments.
  • Report breaches, non-compliance, and gaps with corrective action plans.
  • Provide oversight to the Risk and Compliance Officers in all regulatory and internal compliance requirements
Policies and Procedures
  • Assist the Head of Risk and Compliance in the development, renewal, and enforcement of compliance-related policies and procedures.
  • Ensure all Internal policies are aligned with legal and regulatory requirements and best practices.
  • Track and report compliance issues, breaches, and key compliance indicators to senior management.
  • Lead internal compliance reviews and investigations of potential breaches
  • Maintain a centralized repository of current compliance policies and procedures, ensuring accessibility and version control for all stakeholders.
Training & Awareness
  • Development and implementation of annual compliance training plan for the Risk and Compliance Team and the VFT staff
  • Annual review and development of internal controls training materials for staff
  • Conduct training for the risk and compliance team on compliance risk assessments, root cause analysis, and other internal compliance-related training
Reporting
  • Monthly preparation and submission of compliance reports to management
  • Timely review and submission of the compliance review report conducted by the Risk and Compliance Officers from all regions
  • Maintain compliance dashboards and key performance indicators (KPls) for the bank and the Risk and Compliance Officers.
Performance Appraisal Responsibilities
  • Lead the performance appraisal process for Risk and Compliance Officers, ensuring alignment with departmental goals and regulatory expectations.
  • Set clear performance objectives and key performance indicators (KPls) for compliance staff, focusing on effectiveness, timeliness, and accuracy of compliance activities.
  • Conduct regular performance reviews, provide constructive feedback, and identify areas for improvement and professional development.
Advisory and supervisory Role
  • Provide compliance advisory services to business units on new products, partnerships, or initiatives.
  • Participate in product development and project committees to ensure regulatory compliance.
  • Advise senior management on emerging regulatory risks, changes in laws, and strategic compliance implications.

Required skills, knowledge, and competencies

  • Bachelor’s degree in law, Finance, Risk, Business, or related field (professional certifications such as CPA, ACCA, CAMS, CISA, or ICA preferred).
  • At least 5 years of experience in banking compliance, legal, or audit roles.
  • Strong knowledge of regulatory frameworks governing the banking sector.
  • Experience with AML/CFT, KYC, and consumer protection regulations is essential.
  • Strong analytical and investigative skills.
  • Ability to influence and advise senior management and business teams.
  • Detail-oriented with strong problem-solving capabilities.
  • Understanding of ESG and data privacy regulations is an added advantage.
  • Strong experience in working in an anti-money laundering environment, preferably evidenced by relevant qualification
