GGF Programme Background
The UK-Tanzania Green Growth Facility (GGF) provides flexible, demand-led, technical assistance to the Government of Tanzania, businesses, investors, financial institutions, and associated organisations to support the country’s private sector development goals, specifically to improve systems for investment finance, carbon and climate finance, and high value crops. GGF’s ultimate aims are to create jobs, increase incomes, and leverage international climate finance to improve Tanzania’s climate resilience, increase the use of sustainable land practices and protect the country’s ecosystems.
GGF is a component of the British High Commission’s Productivity for Prosperity (P4P) Programme, a sustainable economic transformation programme that aims to increase labour productivity and climate-resilience in Tanzania through private sector development and business environment reform.
Job Details
Contract type: National hire
Contract duration: Twelve months, with a possibility for extension
Location: Based in Dar es Salaam, with possible occasional travel to other sites in Tanzania
Position Profile
The Monitoring, Evaluation, Learning (MEL) and Communications Officer will work under the direct supervision of the MEL Manager and in coordination with other members of the GGF Team. The Officer will be responsible for assisting with: (a) data collection and analysis, (b) administration and facilitation for MEL and communications activities, and (c) research.

Position Profile

Responsibilities:
Establish and implement data collection systems with external partners
- Present and finalise MEL plans and systems with GGF partners,
- Implement agreed MEL plans with GGF partners, including collecting, validating and evidencing data for results capture and quality assurance.
- Collect data from internal GGF team members for reporting, evaluation and learning.
- Populate GGF database, ensuring accuracy and completeness of data, including full provision of all required levels of disaggregation and links to evidence registry.
- In coordination with the MEL Manager, represent GGF’s MEL Team with other P4P partners, the BHC and other audiences.
- In coordination with the MEL Lead, facilitate internal MEL-related learning and reflection events
- In coordination with the MEL Lead, liaise with GGF team members externals to facilitate reviews, evaluations, monitoring missions and studies.
- Conduct desk research, including literature reviews, media/environment scans and compilation of information from various sources (both publicly available and other).
- Carry out primary research for the purpose of assessing GGF impact, benchmarking / informing the design of GGF interventions or gathering other information of relevance to the Programme.
- Coordinate with GGF’s Communications Advisor, providing MEL system data upon request for external communications purposes.

Qualifications
- Experience, knowledge and technical skills;
- Post-secondary degree in any of the following – Statistics, data science, development economics, business and finance, with at least 3 years of experience working in a busy MEL department of a economic development project;
- Advanced capabilities in Microsoft Office applications, including Word and Excel and other MEL packages – PowerBi, Survey Monkey, SPSS,etc.
- Experience in primary data collection for monitoring and evaluation (M&E) or applied research;
- Experience in data analysis and report writing;
- Familiarity with GGF-relevant sectors, including investment, climate finance or agriculture markets.
General competencies
- Ability to communicate fluently in English and Swahili (written and spoken);
- Analytical thinking and attention to details and quality;
- Ability to synthesize large quantities of data and draw actionable insights;
- Excellent communication and interpersonal skills, with the ability to collect information from external stakeholders with discretion and political sensitivity;
- Ability to work independently as well as within a team;
- Excellent organizational skills;
- Willingness to work under pressure and in a timely and efficient manner during periods of tight deadlines;
- Willingness to travel to the field to support data collection and verification.
