Title: Senior Programme Coordinator

Position in the organization: The Senior Programme Officer reports to and is supervised by the Country Representative.

Purpose of the position:
As part of Swissaid Tanzania Country Programme 2025-20284, lead the field implementation of Outcome , “Improved sustainable livelihood of smallholder farmers, with a particular focus on smallholder farmers, women, and youth”, including all related projects. 
Be part of Swissaid Tanzania leadership and fulfill the related roles and responsibilities.

Key duties and responsibilities: 
Representation and Management 
  • Lead and manage Swissaid personnel who are involved in Agroecology
  • Upon approval by the Country Representative to represent Swissaid vis à vis partners, government and other stakeholders in the region.
  • Foster team spirit, constructive collaboration and result orientation within Swissaid Tanzania.
  • In consultation with Country Representative will represent SWISSAID in dialogues discussions relating to agroecology and food systems transformation.

  • Foster and participate in networks on thematic priorities of the SWISSAID country programme (in consultation with Country Representative)
Programme development 
  • Coordinate, supervise and facilitate Swissaid activities falling under respective projects implemented from the Field Office to the national level
  • Support monitoring and evaluation of Swissaid country programme and projects.
  • Ensure effective collaboration with partner organizations and beneficiaries.
  • Assist Country Representative in undertaking studies and assessments, including but not limited to feasibility studies, topical studies, project reviews and academic research.
  • Ensure that programme and project work plans are prepared and implemented in a timely, cost-effective and effective manner.
  • Take part in and contribute to, programmes and projects proposals writing, ensuring that the operational partners identified are actively involved in the process.
Ecological farming 
  • Provide technical backstopping on ecological farming and conduct regular field visits to farmer groups in remote areas.
  • Contribute to and support the elaboration of training material, including manuals and posters.
  • Leverage digital technologies such as Macho Sauti to promote and assist ecological farming.
  • Facilitate the linkages between push, pull and policy components of the programme and ensure an effective flow of information and knowledge sharing
Information and fundraising 
  • Obtain and or elaborate material for information and fundraising work in Switzerland and Tanzania, on request of Swissaid in Switzerland, Swissaid Tanzania, or on own initiative.
  • Contribute to fundraising activities in concordance with the respective guideline.
  • Write reports, updates, policy papers, etc.
Project preparation and monitoring, accompaniment of partners 
  • When needed, assist partners in project preparation and accompany project implementation according to Swissaid criteria. Ensure timely and good reporting by Swissaid funds recipients.
  • Ensure programme resources are disbursed and accounted for efficiently and timely by the partners.
  • Contribute to capacity building of partner organizations.
  • Plan and conduct regular visits to partner organisations, to supervise, guide and coach partners.
Administration and fund management 
  • Perform an arithmetical and logical check on fund requests from Swissaid Programme Officers and partners and ensure that the funds are in line with Swissaid policies and donor compliances are respected.
  • With the support of the Country Representative and the Programme Administrator and at inception of the projects, define the mode of operations with the Swissaid Programme Officers and the partners on financial requirements and how to render account towards the COOF (expenditure statements, summaries, receipts, fund request, etc).
  • Ensure proper collection, compilation and filling of all programme, project and office documents.
  • Ensure completeness and correctness of financial and narrative reports of closed projects prepared by the Swissaid Programme Officers and partners and adhere to the three months deadline after project closure.
  • Assist the Programme Administrator and the Country Representative in the annual budget preparation and ensure that expenditures align with the approved budget.
  • Liaise with the Programme Administrator and Field Accountant on audits of any project and support the auditors in implementing the same.
  • Immediately and in writing reports any anomalies detected in fund management to the Country Representative.
  • Inform consult with the Country Representative in the event of significant modifications in project content and budget or serious problems in a project.

Human Resource Management 
  • Lead and manage program team to achieve its mandated targets in accordance to annual operational plans
  • Ensure an enabling environment for staff performance, recognition and reward of the program team to encourage staff productivity, innovation and performance (e.g. facilities, equipment, duty facilitation, team building etc.)
  • Participate in the review of staff job descriptions and setting of performance standards.
  • Involves in recruitment of staff under supervision of Country Representative.
  • Assigns performance objectives to supervised staff, conducts comprehensive performance appraisal of supervised staff and provides or obtains feedback when necessary.
  • Ensure that performance records of staff under supervision are submitted to Country Representative on time.
  • Provides induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively.
  • In consultation with Country Representative, identify training needs and development opportunities for supervised staff.
Transversal issues 
  • Promote throughout the programme crosscutting issues including but not limited to gender, youth, civil society strengthening and climate change.
Reporting 
  • Submit monthly work plans and activity reports to the Country Representative.
  • Organise regular planning meetings with the team under the respective projects in the Swissaid Field Offices.
  • Contribute to and support the preparation of the Annual Report and any other Swissaid report.

Job Summary 
SWISSAID Tanzania is seeking a highly qualified Gender Equality and Inclusion (GEI) Advisor to provide strategic and technical leadership on gender equality, disability inclusion, and the Leave No One Behind (LNOB) approach across its 2025–2028 Country Programme.

The Advisor will ensure the systematic integration of gender, disability, and social inclusion principles across all programme areas, including agroecology, food systems, climate resilience, livelihoods, governance, advocacy, and research. The role is advisory in nature, requiring strong technical expertise rather than project coordination, while maintaining solid understanding of project cycle management. 

The GEI Advisor will serve as the country-level focal point for GEI, working closely with programme teams, partners, donors, local government actors, and communities to promote gender-transformative, inclusive, and feminist approaches aligned with SWISSAID’s global GEI strategy.

Key Duties and Responsibilities 
GEI & LNOB Technical Leadership Across the Country Programme 
  • Lead the integration of gender equality, disability inclusion, and LNOB principles across all SWISSAID Tanzania projects (2025–2028).
  • Ensure gender- and disability-responsive approaches are embedded in programme design, theories of change, logframes, indicators, and budgets.
  • Provide technical advice to programme teams throughout the project cycle, including design, implementation, monitoring, adaptation, and reporting.
  • Develop and apply gender, disability, power, and intersectional analyses to inform inclusive programming.
  • Monitor emerging GEI, disability inclusion, and feminist development trends and translate them into practical tools and approaches.
  • Identify and promote gender-transformative and socially inclusive interventions, with particular attention to women, youth, persons with disabilities, and marginalized groups.
  • Participate actively in global and regional GEI learning platforms and contribute to cross-country learning.
Capacity Building & Partner Support 
  • Conduct capacity assessments of staff and partners on gender, disability inclusion, and LNOB.
  • Design and deliver tailored trainings, mentorship, and accompaniment on gender transformative and inclusive programming.
  • Support partners, CSOs, CBOs, and women’s and disability rights organizations to mainstream GEI and LNOB in project planning, implementation, and monitoring.
  • Promote critical reflection, learning, and dialogue on power relations, norms, and social inequalities.
Strategic Engagement, Networking & Resource Mobilization 
  • Represent SWISSAID Tanzania in GEI, disability inclusion, and feminist policy and advocacy platforms at national and regional levels.
  • Actively network with donors, alliances, research institutions, and civil society actors to strengthen GEI positioning and visibility.
  • Proactively identify funding opportunities and support the development of concept notes and proposals to expand and deepen gender and inclusion programming.
  • Collaborate with the Communications Officer to develop GEI-focused communication products, evidence, case studies, and learning briefs.
Monitoring, Evaluation, Accountability & Learning (MEAL) 
  • Work closely with the MEAL team to ensure gender-, age-, and disability disaggregated data are systematically collected and used.
  • Provide technical inputs to monitoring frameworks, learning agendas, donor reports, and strategic reviews.
  • Support adaptive management by ensuring GEI and LNOB findings inform programme decision-making.
  • Contribute to strengthening SWISSAID’s MEL systems to effectively measure gender transformative and inclusion outcomes.

Qualifications and Requirements 
Education 
  • Master’s degree in Gender Studies, Sociology, Development Studies, Community Development, or a related field.
Experience 
  • 3-5 years of demonstrated experience in gender equality, disability inclusion, and social inclusion programming.
  • Proven experience applying gender-transformative and intersectional approaches in development contexts.
  • Experience conducting gender, disability, power, or vulnerability analyses and applying findings to programme design.
  • Sound understanding of project cycle management, with exposure to supporting or managing complex development projects.
  • Experience working with CSOs, community-based organizations, women, youth, persons with disabilities, and marginalized groups.
  • Experience engaging with donors, research institutions, or policy actors is an added advantage.
  • Strong experience in report writing, knowledge products, and donor communication.

Knowledge & Skills 
  • Strong understanding of gender, disability inclusion, LNOB, and feminist development principles.
  • Excellent analytical, facilitation, and advisory skills.
  • Ability to communicate complex concepts clearly to diverse audiences.
  • Strong interpersonal, coordination, and relationship-building skills.
  • Strategic thinking, initiative, and openness to innovation.
  • Fluency in English and Kiswahili (spoken and written).
  • Willingness to travel frequently to project locations.
Language Requirements 
  • Fluency in English and Kiswahili (both written and spoken).
