The agency manages more than 170 projects in 21 countries. One of these projects is the Junior Programme, a real professional springboard and a promoter of global awareness. It has been running since 2006.
Its aim is twofold: to promote sustainable international solidarity by recruiting young European talent and enabling them to develop their skills abroad.

Junior Programme
With this vision in mind, the Junior Programme defines itself as a "talent spotter" and a "career booster".
Through their experience talents develop the competences to actively and sustainably engage in achieving the Sustainable Development Goals. The Junior Programme aims to make them active and critical global citizens who are committed to the SDGs.

The Junior Experts work minimum 1 and maximum 2 years in an Enabel project or in a project of one of the Non-governmental organisations (NGO) that are affiliated with the Junior Programme.
The Junior Programme only accepts young people of maximum 30 years old.

Context
Despite recent overall economic progress, rapid population growth coupled with the impact of climate change and of the global Covid-19 Pandemic, pose significant challenges to the population of Tanzania. This undermines the realization of children’s and women’s rights, disproportionally so in rural areas.
The project aims at the social and economic empowerment of young people, through vocational training, awareness-raising on their rights, prevention of gender-based violence and the establishment of a protective and stimulating environment. The aim is to give adolescents and young people, especially adolescent girls and young women in the Mwanza region access to sustainable educational, professional and economic opportunities.

The project works especially with adolescent girls and young women between the ages of 15 and 24 who will be able to count on the support of their families, their community, schools and community authorities, educational staff of learning centres, junior council, youth saving and loan association and protection committees. The project's activities are implemented by two partners (SEDIT and VETA Mwanza), all two of which are active in engaging young people, protecting against violence and supporting economic empowerment

The project is structured around three main outcomes: (i) protection from discrimination and violence, (ii) inclusive quality education, and (iii) economic empowerment of young people.

Job description
The purpose of this position is to reinforce the integration of the Gender Transformative approach, specifically focusing on child protection and economic empowerment of girls and young women within the project. It involves enhancing the capacities of implementing partners through training and continuous support on gender transformation tools and approaches. The job also includes supporting partners in implementing and utilizing their monitoring and evaluation systems.

Additionally, the role aims to monitor and strengthen existing partnerships with Belgian organizations in Tanzania, emphasizing the importance of collaboration. The added value of this function lies in ensuring project quality, both technically (gender) and qualitatively in achieving results. The Junior Expert provides crucial support through capacity building and operational assistance dedicated to monitoring and enhancing implementation quality for colleagues and partners.

Profile
Required training/degree (eliminatory on CV):
Master or Professional Bachelor’s Degree in:
  • Law/Criminology
  • Political sciences/International relations/Diplomacy
  • Sociology/Anthropology/Social work
  • Psychology
  • History/Philosophy/Art/Religion
  • Educational sciences
  • Public health
  • Development studies

Required specific knowledge (eliminatory on CV):

  • 3 months experience or knowledge (specific training) on gender or child protection issues and rights
  • Very good command of the information tool (office suite)
  • Knowledge of M&E processes: 3 months experience in collection and analysis of quantitative data or experience in conducting surveys

Preferred assets (not eliminatory on CV):
  • Knowledge in the field of economic and social empowerment
  • Interest and experience in digital communication tools
  • Background in Gender
  • Good writing skills
  • Excellent interpersonal skills and good listening skills
  • Ability to work in a multicultural team and independently
  • Ability to work with multi-sector partners
  • Communication skills with a variety of interlocutors

Language skills:
  • English: essential (working language Plan International Tanzania and can be used with Plan Belgium as well)
  • Dutch: basic knowledge (level A2, language used by Plan International Belgium, its partners, Belgian donors and the target audience in Belgium)
  • French: basic knowledge (level A2, Language used by Plan International Belgium, its partners, Belgian donors and the target audience in Belgium)
  • Swahili: preferable (As this is the official language of Tanzania, any knowledge of Swahili is a plus. The intention to learn some basics of Swahili would be preferred)

Selection criteria and stages
The selection of the applicant for each job opening is made in 5 eliminatory stages.
Step 1 - Screening of CVs
We check that you meet the admission requirements by 2nd April 2024
1. Hold Belgian nationality or be a citizen of a member state of the European Economic Union or the Swiss Confederation.
2. Born after 2 April 1993.
3. Respect the specific criteria related to the job (diploma, experience, languages, etc.);
Step 2 – Written test
You are invited to do several online psycho-technical tests;

Step 3 - Oral test in the form of a motivational interview (online)
We will check your motivation to participate in the Junior Programme on the one hand and on your motivation for the specific functions for which you have applied on the other hand;
Step 4 - Oral test in form of Assessment Center (face-to-face)
During a group exercise followed by an individual interview, you will be evaluated on 5 skills considered essential to succesfully fulfil the mission of a Junior Expert.

Step 5 - Interview with the field project team (online)
During this last step, the project team will go a bit deeper into the technical skills and experience for the job of each candidate and check whether you fit in the team. They will take the ultimate decision on which candidate to recruit.
