Short-Term Consultant – SOMA System Reporting Expert
German Sparkassenstiftung Eastern Africa – Tanzania (DSIK) is a German-based non- governmental organization headquartered in Bonn, Germany. DSIK’s mission is to reduce poverty through sustainable financial inclusion by working in close partnership with local institutions. Its interventions focus on professionalizing and digitalizing the microfinance and Savings and Credit Cooperative Societies (SACCOS) sectors, strengthening institutional capacity, enhancing financial literacy, and supporting good governance and system development.
DSIK implements projects across Eastern Africa, including Tanzania, Burundi, Ethiopia, Kenya, Rwanda, and Uganda. In Tanzania, DSIK is a registered International Non- Governmental Organization under the Non-Governmental Organization Act, 2002, made under Sections 11(1) and 17(2) of Act No. 24 of 2002, with Registration No. I-NGO/R1/005.
In Tanzania, DSIK provides technical and advisory support to the Savings and Credit Cooperative Union League of Tanzania (SCCULT). SCCULT (1992) Ltd is the national apex organization for Savings and Credit Cooperative Societies (SACCOS) in Tanzania Mainland.Established in 1992 under the Cooperative Act No. 15, SCCULT is mandated to promote, strengthen, and advocate for strong, sustainable, and well-governed financial cooperatives. SCCULT is licensed under the Microfinance Act of 2018, holding License No. MSP3 TCDC/2021/00374 issued in 2021.
As part of ongoing efforts to modernize and strengthen the cooperative sector, SCCULT, through technical support from DSIK has implemented the SOMA System, a core SACCOS management and information system designed to enhance operational efficiency, financial management, governance, and reporting. While the system is currently live, several critical reports particularly credit, financial, and management reports are not fully developed or populated, limiting effective system utilization and decision-making.
To address these gaps and ensure the SOMA System delivers its full intended value, DSIK, in collaboration with SCCULT, intends to engage a short-term consultant with strong expertise in core SACCOS systems and reporting. The consultant will provide technical leadership on report design and structure, closely follow up with system developers, and ensure that all required reports are fully developed, populated, tested, and finalized for operational use.
2.0 Purpose of the Assignment
To ensure all SOMA System reports are fully developed, accurately populated, tested, and ready for operational use by SCCULT and SACCOs.
3.0 Scope of Work and Responsibilities
The consultant shall:
Review the SOMA reporting module and identify missing or non-functional reports
Prepare a concise report gap analysis
Define and validate report structures, data fields, logic, and layouts for credit, financial, and management reports
Provide clear technical specifications and inputs to UBX developers
Act as technical liaison and closely follow up with UBX developers until completion
Test and validate all reports within the SOMA System
Ensure reports are role-based, user-ready, downloadable, and accurate
Document finalized reports and conduct handover to CSS
4.0 Deliverables
The consultant shall deliver:
Report gap analysis
Approved report structures and specifications
Fully developed and populated SOMA reports
Report testing and validation confirmation
Final consultancy and handover report
5. Duration
The assignment is short-term, for an estimated period from 22nd December 2025 to 31st December 2025
6. Reporting Line
The consultant will report to DSIK/SCCULT Management or a designated focal person and provide regular progress updates.
